Research On The Introduction Of Innovative And Entrepreneurial Talents Of D County Government

As we are in the era of knowledge economy and the globalization of economy,the competition for talents,high-level innovative entrepreneurial talents in particular,has been becoming more and fiercer in various regions.Human resources have become the first resource to promote economy and social development.How to absorb more high-level innovative entrepreneurial talents,promote industrial transformation and upgrading,and improve the comprehensive competitiveness of a city,is an urgent task for local governments at present.In recent years,Dayi County has thoroughly implemented the arrangements of the Central Party Committee,Sichuan Provincial Party Committee,and Chengdu Municipal Party Committee.It seized the opportunity of a series of talent policies and “Rong Piao Talent Plan” which were issued by Chengdu.Although some achievements have been made in the introduction of high-level innovative and entrepreneurial talents for Dayi County,there are still some problems that cannot be ignored.Therefore,it is necessary to draw lessons from the experience of what to do about talents of other regions,in order to further strengthen the introduction of high-level innovative and entrepreneurial talents.According to the actual needs of the research,this paper mainly adopts the methods of case comparative analysis,statistical investigation and so on.It analyzes the present situation of high-level innovative entrepreneurial talents in Dayi county and puts forward some suggestions to strengthen the introduction of high-level innovative entrepreneurial talents in Dayi county.The full text includes five chapters.The first chapter introduces the background and significance of the research,analyzes the research status at home and abroad,and also proposes the research methods.A detailed introduction is given in the second chapter about the related core concept and theory basis.The third chapter analyzes the status of the introduction of high-level innovative entrepreneurial talents,according to the results of my survey.The fourth chapter is a comparative analysis between the policies of the introduction of high-level innovative entrepreneurial talents of Dayi County and some other domestic counties.The fifth chapter analyzes the problems and reasons of the introduction of high-level innovative entrepreneurial talents of Dayi County.The sixth chapter puts forward the countermeasures and suggestions of the introduction of high-level innovative entrepreneurial talents for the Dayi county government.The main problems are found in Dayi county.Firstly,the industry foundation is weak and lack attraction is.Secondly,the local entrepreneurs are conservative and their enthusiasm to attract high-level innovative entrepreneurial talents is not high.Thirdly,the development of human resources industry is slow,and the introduction of channels is not wide.Fourthly,the direction of attracting high-level innovative entrepreneurial talents is not clear,and policy is not tightly combined with local industry.Fifthly,the evaluation methords are not perfect,which leads to difficulty in policy implementation.Sixthly,the supporting public service system is not effective to retain talents.Aiming at the existing problems,suggestions are put forward including vigorously promoting the development of industrial innovation,transforming concept of the introduction of high-level innovative entrepreneurial talents,enriching the introduction mode and widening the introduction channel,combining organically with the industrial development planning,establishing a scientific evaluation and assessment system,and promoting the supporting environment and service.The problem of the introduction of high-level innovative entrepreneurial talents like Dayi County is relatively common among many domestic county governments.The suggestions put forward by the paper about strengthening the introduction of high-level innovative entrepreneurial talents,will enrich and renew the theory of talents,help introduce more high-level innovative entrepreneurial talents for county governments,and promote the economic development of the local industry.
