Shipbuilding management of China is relatively late to the developed countries.shipbuilding management research has not officially started in China while the shipbuilding management system has been established abroad.China has just begun to emulate advanced foreign management technology while foreign countries began to adopt management methods to prevent industry crises beforehand.Recently,the domestic shipbuilding industry has developed rapidly attribute to the national policy supporting.However,there is still demand to improve the cost-effectiveness optimization in order to face of the changeable economic situation.The domestic shipbuilding management has the effect of speeding up production progress,but the cost-benefit analysis is slightly different from that of foreign companies.The cost-benefit analysis is becoming more and more important as ship's added value continues to decrease.Based on this situation,the project management and cost-benefit analysis is proposed.The optimization method is applied to the construction and management of 3000 T "China coast guard" series of vessels,and the cost-effectiveness before and after optimization is analyzed.It is proved that shipbuilding industry is facing a crisis by reviewing the relevant literature and economic analysis,and the era of cheap shipbuilding is coming to an end.In order to improve the cost efficiency,the paper puts forward the construction engineering process and management aspects.The research main line of the “three pillars” of planning,quality and cost is determined through the analysis of process and management.Cost is listed as the research core according to the domestic and foreign ship construction market situation.Reasonable optimization plan and quality management content,planning and quality optimization before and after cost-benefit analysis.In the planning aspect,the production process reform,"cost-effectiveness" analysis model and EVM dynamic control method are proposed.In terms of quality,the AHP analytic hierarchy process,minitab-grr measurement method and risk control strategy are proposed respectively for the hierarchy,precision and risk.We can verify the function of various optimization methods in controlling cost by analyzing the cost effectiveness in the case.In the management of ship construction project the cost is the core and the optimization method of quality and planning is adopted.The optimization results are analyzed by cost-benefit.In the planning aspect,the production process transformation is put forward,and the "cost-effectiveness" analysis model can be used to screen the production processtransformation project effectively.EVM method is to carry out cost control in the plan dynamic control.Quality of AHP hierarchy to clear each working procedure,Minitab-GRR method(measuring research)in terms of accuracy control effective cost savings,quality risk coping strategies effectively reduce the quality risk factors with the cost of the loss.All kinds of optimization methods have been applied in the construction of China Costa Guard Vessel3306,and the cost-benefit analysis of the optimization project of ship 3306 has been analyzed,and the results of verification research are improved with the cost efficiency of 2.47%.
