Study On Evaluation Of Urban Comprehensive Carrying Capacity In Harbin City

Comprehensive carrying capacity in Harbin city(HCCC)refers to the capacity threshold of population scale and human activity intensity in a certain economic,social and technical conditions,as well as under constraints of nature,environment and social factors,in the area of Harbin City,also in a fixed period of time.Through years of sustained development,the urbanization process of Harbin is obvious,and the population of the city increases sharply,meanwhile with the great change of resource,economy,society and technology.However,at the same time,there also appeared several problems in the process of urbanization of Harbin city,such as traffic congestion,waste accumulation and more serious pollution of air,soil and water.Because of these problems,urban comprehensive capacity appears obviously inadequate,with city problems showing suddenly.Thus,it is quite urgent to take effective means to promote the sustainable development among people,society and enviroment.This article is based on objectives of the steady rise of city comprehensive carrying capacity and sustainable development.On the basis of researches at home and abroad,we integrate the theories of complex system,city economy and sustainable development,and then specify the elements of Harbin city comprehensive carrying capacity system.Based on works we had done before,dynamic evaluation index system and evaluation model of comprehensive carrying capacity of Harbin city are constructed preliminarily.Then the development process and development status of Harbin city comprehensive carrying capacity are evaluated in detail,and the short board is explored in depth,finally the strategy of promoting comprehensive carrying capacity of Harbin city is developed.Based on the summary of the relevant literature,the connotation of the comprehensive carrying capacity of Harbin city is given.This study aims to integrate complex system theory,city economy theory and the theory of sustainable development in order to provide theoretical support for the evaluation idea and evaluation method and system elements and mode of development as well as ways to enhance of comprehensive carring capacity in Harbin.The analysis of keyword co-occurrence and complex network is used to extract the system elements of HCCC from the relevant literature.An then,through the three theory combination,this study have the result that the system elements of HCCC include eight aspents.There are environment and resources and infrastructure and ecological system and city safety and public service and science and technology as well as social culture.Based on the analysis of document co-citation and complex network,this study get the relevant literatures which used to extract the evaluation indicators.And then,based on the fuzzy set theory,through synthetic of index system,observability test,membership test,correlation test,dimension division of the final index system and reliability test,this study finally develop a evaluation index database of HCCC covering 8 first level indicators and 48 last level indicators.Based on the theory of restrictive factors,this study designs the model of identifying restrictive factor.And then,this study extracts the restrictive factors of HCCC.In the end,this study builds a ever-changing evaluation index system of HCCC.Based on the entire-array-polygon evaluation method,this study develops a evaluation model of HCCC.Based on the analysis of the evaluation results,the paper finds out the short board of HCCC,and puts forward the enhanceing strategy of HCCC.The results show that the value of comprehensive evaluation index of HCCC of the year of 2006,2008,2010,2012,and 2016 are that 0.16,0.24,0.35,0.42,0.53 and 0.57.In the past ten years,the HCCC has been improved from the fourth level to the second level.From the point of view of coordination,the standard deviation of six years was 0.071,0.074,0.114,0.15,0.161 and 0.163.It can be seen that the carrying capacity of each subsystem of HCCC is increasing,but the coordination between subsystems is decreasing year by year.Until 2016,the HCCC still exist many short board,such as resources,city security,public services,technology and culture subsystem,specifically in the air pollution,water resources,fire rescue ability,endowment and sports facilities,funding for science and technology and the public awareness of environmental protection and saving.At last,This paper puts forward several improvement strategies.There are to strengthen the work that cultivating innovative talents and team of science and technology and to increase investment in scientific research funding and to increase investment in public services and to strengthen the ability of prevention and relief of disaster in Harbin city and to strengthen the supervision of exhaust emissions as well as to strengthen the work that publicizing related information about Resource conservation,energy conservation and environmental protection.
