Research On The Performance Evaluation Of Ecological Water Conservancy Project

Under the guidance of “economic construction,political construction,cultural construction,social construction,ecological civilization construction”five national strategic objectives in China,the general office of the CPC Central Committee and the general office of the State Council issued the opinions on the full implementation of the river system.Various regions start to increase the Ecological water conservancy project,repair environmental degradation caused by traditional water conservancy project construction and to solve the problems of traditional water conservancy project management.The ecological water conservancy project has the characteristics of large investment and long implementation period and the pursuit of social,economic and environmental benefits of the overall optimization.In order to improve the efficiency,decision-making level and management level of ecological water conservancy projects in china,we should pay more attention to the role of ecological water conservancy project performance evaluation,and constantly strengthen the theory and method of ecological water conservancy project performance evaluation.The main work of this paper includes:First,Related concepts and theoretical basis.This paper studies the related concepts and theoretical basis of ecological water conservancy projects,including the connotation and characteristics of ecological water conservancy projects,sustainable development,regional science and ecology.Second,Performance evaluation and method of ecological water conservancy project.Analysis of the characteristics and principles of performance evaluation of ecological water conservancy project,set up performance evaluation subject reasonably according to the characteristics of the ecological water conservancy project;water conservancy project performance evaluation methods,selection method for performance evaluation of ecological water conservancy project.Third,Construction of ecological water conservancy project performance evaluation system.This paper puts forward the construction principle of ecological water conservancy project performance evaluation index,and analyzes the index of ecological water conservancy project performance evaluation.Based on the introduction of the performance evaluation index of the ecological water conservancy project,this paper obtains the weight of the performance evaluation index of the ecological water conservancy project through the questionnaire,the analytic hierarchy process and the Matlab software.Set up the grade and grade standard of ecological water conservancy project performance evaluation,and build the model of ecological water conservancy project performance evaluation.Fourth,Empirical research.The paper analysis the actual situation of Yinma River Ecological Water Conservancy project and constructing the performance evaluation index system in accordance with the project based on the performance evaluation of Yinma River ecological water conservancy project in Xuchang city as an example.According to the evaluation of this research program,evaluate the Yinmahe ecological water conservancy project performance level.This paper empirically tests the feasibility of ecological water conservancy project performance evaluation,and puts forward suggestions and Countermeasures for the problems.
