Study On The Improvement Mechanism Of Construction Workers' Vocational Skills Based On Government Perspective

In the new era of industrialization of building,construction greening,new construction technology,new specifications,new materials and new technology,the new era of technology background and the new era policy background of the construction workers' transformation to construction workers,based on the construction administration department of the angle of view,the starting point and the foothold of this research are the construction industry workers skills upgrading system.In the first section,training of construction workers skills and skills in Shandong province through spot sampling survey.The field survey adopts the form of questionnaire survey and face-to-face interview,the survey objects were divided into two levels: field workers and construction company administrator,the survey mainly includes two aspects:construction workers' skills,skills training and problems with skills upgrading;The main contents of the skills survey include: age,education degree,type of work,skill level,job mobility,etc.Problems in skills training and problems with skills upgrading: the organization,content,means and methods of skill training and appraisal.Through survey,discovered the problem,raised the question.The second,on the basis of survey and analysis,from the perspective of government,from the three dimensions of professional skill standard,vocational skill training and appraisal,and skill oriented incentive mechanism,construction workers' vocational skill improvement system is constructed.In the construction profession skill standard construction,elaborated the skill training content,the skill appraisal standard the integrity,the timeliness and the practical requirement.Using BIM technology as carrier innovation training method;Combining training,practical training,evaluation and on-site construction to innovation "integration of examination and training" mode,the training and appraisal system of vocational skills will be optimized.Set up the skill level and staffing ratio of field operators and the incentive mechanism related to market access,bidding,credit system and evaluation.There are three meaning dimensions that can be shown from this research.First,this research provides the theoretical support and data for the further study on the promotion of labor training system.Second,this research constructs a comprehend profession skills improvement detest and motivation system based on the building industry standard,which provides a reliable way on labor training and monitoring to the construction administrative department.Third,in the construction industry to enhance the skills of workers in the new era of progress on the construction of the administrative department in charge of how to be more efficient,high-quality performance of guidance and supervision put forward suggestions for improvement.
