Since the process of industrialization has accelerated,China's national economy has shown a rapid development situation.As one of the pillar industries of national economy,the development of petrochemical industry plays an important role in stimulating its economic growth and promoting the upgrading of related industries.However,the extensive model of development of the petrochemical industry,with more investment and less return,will aggravate the environmental pollution."Petrochemical and chemical industry development plan" proposed that "the 13 th Five-Year" planning period is a critical period of transformation and upgrading of the petrochemical industry of Beijing-Tianjin-Hebei.The petrochemical industry has gradually weakened the traditional power and gave birth to a new growth motive.The factor cost constraints and environmental safety pressure in the development of petrochemical industry are becoming more and more prominent.And the task of improving quality and enhancing efficiency and green sustainable development is particularly arduous.The “13th Five-Year” planning pointed out that this period is an important opportunity for Beijing,Tianjin and Hebei to promote development of petrochemical industry.The development of petrochemical industry in Beijing,Tianjin and Hebei should be carried out from four aspects: industrial transfer,park development,scientific and technological progress and environmental governance.In view of the existing economic and policy environment,the petrochemical industry in Beijing,Tianjin and Hebei should seize the opportunity to remove the shortcomings and strive to seek measures to improve its quality and efficiency,and promote the healthy,rapid,stable and coordinated development of the industry.This paper first expounds the definition of petrochemical industry,then defines the connotation of efficiency,and summarizes the research status and achievements on petrochemical industry and industrial efficiency by domestic and foreign scholars.Based on the current status of Beijing-Tianjin-Hebei,This paper quantitatively analyzes the petrochemical industry's efficiency,the trend of difference and the influencing factors.Firstly,using the DEA model and the SBM model considering the non-expected output,Analyze the comprehensive efficiency,pure technical efficiency and scale efficiency of petrochemical industry from 2003 to 2015 in Beijing-Tianjin-Hebei,and explore the relaxation rate.It is found that the results obtained in the consideration of undesired output are more reasonable.In this paper,we further use the coefficient of variation to analyze the trend of the petrochemical industry efficiency in Beijing-Tianjin-Hebei.Finally,using Tobit regression model to analyze the influencing factors of petrochemical industry,and the influence degree of these factors is also obtained.The research shows that the overall efficiency of the petrochemical industry is not high and fluctuates.The development of the three places is not balanced,but the difference is gradually narrowing.Over the past decade,the overall development of petrochemical efficiency is in a good trend,changing from extensive to intensive,and to a greater extent,considered environmental factors.The per capita GDP and industrial agglomeration have a positive impact on the efficiency of Beijing-Tianjin-Hebei petrochemical industry,while the excessive investment of financial funds is negative for it.Therefore,the petrochemical industry in Beijing,Tianjin and Hebei should enhance the degree of industrial agglomeration,optimize the industrial layout and integrate the resources.In addition,the government should reduce the investment,and start with the overall economic environment to promote the development of the petrochemical industry.
