The Problem And Countermeasure Of Sustainable Grain Yield Increase In Henan Province

Henan province is populous province, as well as major province of agriculture and grain production. As the core area of grain production, Henan Province produces accounts for 1/10 of the country’s food with accounts for 1/16 of the country’s arable land. Henan Province not only solves 100 million people’s grain ration, also transports 20 billion kilogram of grain and food manufactures outside annually. Henan has made the important contributions to ensure national food security. In 2008, the State Council approved the core area of grain production in Henan province construction planning. The project our nation planned to add 50 billion kilogram of grain production capacity, and apportioned mission of adding 15 billion kilogram to Henan. The planning requires clearly that the capacity of grain production of Henan will reach 65 billion kilogram before 2020. Henan shoulder heavy responsibilities.With the situation of large population and less land, Henan must increase yield of per unit land to guarantee the sustainable production. The traditional farmers were still the mainstay of food production; as new type of agricultural management main body, farmer professional cooperatives grew mature gradually and had obvious radiation effect through years of development, and the family farm was the new agricultural management main body that the country support and advocate strongly. The three types of grain cultivation level affected the food production in Henan directly. So researching present situation, problems and development countermeasures of the traditional farmers, farmers’ professional cooperatives and family farms in Henan Province had important strategic significance.In this research, we 300 farmers were selected, 80 specialized cooperatives and 40 family farms from 50 large grain county in Henan province through statistical investigation method, the present situation of the farmer’s family, grain production benefit and the farming management technology, the basic situation of the family farm, the operation and management present situation, the production efficiency and the development bottleneck of the farmers’ professional cooperatives and family farms with the data of questionnaire survey and field investigation were analyzed, which pointed out the problems food sustainable production in Henan Province and put forward corresponding countermeasures.Through investigation and analysis, grain production problems in Henan are as follows: 1. The planting technology of traditional farmers was still backward. The grain production benefit was too low to influence enthusiasm of grain planting. The farmers’ professional cooperatives and family farms should enhance level in management and lack the support of funds, technology and policy; 2. Traditional farmers expected to increase food production. Cooperatives and family farms had strong willingness to expand the operation scale. But the service and the system of the related departments were not perfect; 3. The government’s guidance and social services still plays an important role in the development of farmers, cooperatives and family farms and solving the problem of grain production in Henan. The main way and the development strategy to Henan to sustainable increase in grain production: 1. improving the formation mechanism of grain price; 2. strengthening the construction of agricultural extension system; 3. improving the level of social services; 4. improving the circulation mechanism of rural land; 5. strengthening the construction of agricultural infrastructure; 6. training new type of professional farmers.
