Study On The Implement Of Refined Design In Public Rental Housing Project Of Dalian BEST Community

Along with the rapid development of the city,the house prices of large cities and medium-sized cities increase rapidly and break through the low-income families purchase ability.The low-income families are unable to sole the housing problems through market.With the acceleration of urbanization and the accumulation of different social sectors,the temporary housing problems of migrant workers are particularly prominent.The government involves to solve the problems by supplying more low-rent apartments,affordable apartments and shanty town rebuilding,yet due to limited areas,these measures can't solve the housing shortage problems.The guidance of public rental apartments is promoted effectively and developed fast.With the gradual implementation of public rental housing policy in recent years,some public rental houses have been put into use,which have solved the housing problem of the demand population to some extent.But due to the lack of guidance of national standards in the construction of public houses,the early stage of the design defects,and lead to many problems in building materials selection standard,part of the public space and layout settings and supporting facilities construction exists many problems,The purpose of housing projects are built to meet the budget rather than good quality.According to the relevant ministries and commissions of the state of public rental housing construction enacted a number of abundances,the ministry also try to write the "best design proposal of public rental housing",aiming to control the good design quality from the very beginning,and improve construction quality,meanwhile make a good example for the public rental houses to refer to.However,compared with the commodity housing,public rental housing still has not a national standard specifications still the reference to the standard of residence,dormitory,cannot really meet its own characteristics.There are enormous challenges in terms of functional quality,quality of construction,cost control,and operational maintenance in the future.The guidance cannot provide technical support for such a large and rapid construction.Public rental housing projects are mostly state-owned and have very limited construction budget,so the theory of "refinement" in manufacture industry which emphasis on cost-control just meet the requirement strict budget control and the refined design which derive from it can help to realize the standard design,factory production,assembly construction,integration decoration and intelligent management of construction projects.The design principle is applied to realize the construction requirement of public rental housing "basic function and good quality in a limited area".This paper analyzes and studies the planning and design and construction cycle design of eco-tech innovation city rental housing project,and summarizes the overall design work of this project.Elaborating design through the project practice,this requirement combined with practical engineering,and studies its application significance,proposed response national policy,to adapt to the characteristics of Dalian area high quality public rental housing quality design strategy,the implementation of the standards for public rental housing in Dalian at the same time provide the project as an instance.
