On The Process Reengineering Of Customs Clearance In Dalian

Economic globalization and regional integration accelerates the cross-border flow of production factors in the international market.With the ever-deepening global economic integration,the cooperation between different countries and regions becomes larger in scale,wider in spectrum and deeper in degree.The trade facilitation attracts more and more attention from international and regional organizations.The official execution of Trade Facilitation Agreement from Doha Round Negotiations in 2014 marks an important breakthrough made in the international trade facilitation negotiations.As a member of WTO and the biggest developing country,China plays an active role to promote the execution of the Agreement and declares that China would accept all the terms in the Agreement.As the key execution body of trade facilitation,China Customs is devoted to the exploration of the trade facilitation reform.In 2005,regional trial reform of customs clearance methods was carried out.In 2015,“3+2” regional customs clearance integration took shape,covering Beijing-Tianjin-Hebei,Yangtze Economic Belt,Guangdong,Northeast China,Silk Road Economic Belt,etc.In July 2017,customs clearance integration was carried out nation-wide.China Customs stood on a new historic starting point.Customs clearance method reform refers to the establishment of a new customs clearance mode through the comprehensive and systematic reform of the current clearance process,operation mode,functional management and organization according to the requirements of intensification,informationization,and standardization.Thus,the clearance,logistics monitor and functional management could be integrated,which could reduce the supervision risks and corruption risks,promote trade facilitation and regulation.This paper elaborates the relevant theories of trade facilitation and government process reengineering as the basic theory framework.Through the questionnaire investigation and empirical studies of customs clearance in Dalian,this paper studies the problems of the current customs clearance in Dalian and analyzes their causes from the perspective of trade facilitation.Following the government process reengineering theories,this paper designs an optimized reform program for the customs clearance procedure in Dalian,and puts forward specific implementation and safeguard measures in terms of legal system,appropriate distribution of supervision resources,law enforcement cooperation and supervision,in order to the successful implementation of the program.This paper's study of Dalian customs clearance problems contains both academic value and practical value.The theory framework of customs law enforcement is expanded by taking trade facilitation as the objective theory of customs clearance,and taking government process reengineering theory as the basis for the redesign of Dalian customs clearance restructuring.Meanwhile,China is currently conducting the integration reform of customs clearance.The reformed customs clearance will provide the integration reform sufficient data and materials.The optimized program of customs clearance will also provide reference for the decision makers.
