The establishment of the development zone is the successful practice of China's reform and opening up,since 1984 the establishment of the first National Development Zone,development zone has attracted worldwide attention.In particular,it has played a window,demonstration,radiation and drive role in system reform,scientific and technological innovation,industrial agglomeration,opening to the outside world,and has become an indispensable force to promote the strategic adjustment of economic structure and the coordinated development of economy.The development zone as the agency of the government,the personnel management applies government management system,administrative institutions and personnel salary apply fiscal appropriation,in the long-term management process,low efficiency,low competitiveness and disadvantages of staff initiative is not strong gradually emerged,which seriously restrict the development of the development zone itself,is not conducive to the coordinated development of economy and social area.The role of incentive becomes one of the key factors affecting the Development Zone,the core competitiveness of the economy and the reform and development of the situation,in the process of incentive,salary is undoubtedly the most sensitive and most effective way.How to make an effective salary system reform is a realistic problem for the reform of development zones.In this paper,Caofeidian economic and Technological Development Zone as the research object,through the method of questionnaire and relevant references,and gradually analyzes the current existing problems and reasons of the salary management system in the development zone.This paper designs a set of salary system suitable for the Development Zone,the salary system through post appointment management,performance appraisal,the full implementation of the salary reform system.In order to form the Development Zone Administrative Institutions staff can be hired or fired,promoted or demoted,high treatment or low,create a good working atmosphere for fair and equal opportunity,advocating hard work,paying attention to actual effect,promote the development zone to deepen institutional reform,and provide strong support for regional economic development.
