According to The 13 th Five-Year plan,the world economy is in the depth adjustment,a new round of technological revolution and the industrial revolution is also gaining momentum.At the same time,China also has such problems as extensive economic development,poor innovation ability and overcapacity.Our country has long relied on the unsustainable development mode of high pollution and high energy consumption industry,and it has also caused serious problems of energy and environment.So the provinces and cities are also aware of the seriousness of the problem,and began to focus on controlling the total energy consumption and energy consumption intensity.With the development of innovation driven strategy and supply side reform,technological innovation and industrial structural adjustment have become the two important ways to save energy consumption.On the one hand,China needs to adjust the industrial structure to reduce the industry's demand for energy;on the other hand,we need to improve the efficiency of energy utilization through technological innovation.But energy consumption is dependent,and different energy consumption areas focus on different ways of energy reform.The paper will study the influence mechanism between the three types of technology innovation,industrial structural adjustment and energy consumption in different energy consumption areas.First of all,the theoretical basis of technological innovation,industrial structural adjustment and energy consumption is combed,and the current research status at home and abroad is given.Secondly,based on the analysis of the current situation of energy consumption,technological innovation and industrial structure,the mechanism of technological innovation,industrial structural adjustment and energy consumption is analyzed from the perspective of endogenous growth.Thirdly,based on the panel data of 30 provinces and cities of China in 2004-2015 years,the static panel regression analysis and dynamic PVAR analysis are carried out for different carbon emission areas.The results show that:(1)China's energy rebound effect of technological innovation,high carbon area is more obvious than the rebound effect of low carbon area;(2)the adjustment of industrial structure can reduce energy consumption,adjust the industrial structure oflow carbon energy consumption to curb area larger than that of high carbon region;(3)due to environmental regulation cost benefits will increase energy consumption,energy consumption was negatively correlated with the price of energy,and the nonlinear relationship between the economic growth.Finally,put forward the construction technology sharing platform,promote the technological innovation of popularization;adhere to the "green" industrial transfer docking,refused to pollution;speed up the adjustment of the internal structure of industry,promote the development of industrial ecology;give full play to the technological innovation and industrial structure adjustment of the cooperative action recommendations.
