With the development of economic globalization and the continuous adjustment ofindustrial structure, the economy of China is growing rapidly. Because the growth ofeconomy mainly depends on high input, high consumption and high pollution, so theefficiency that we use the energy is low, the demand of the energy tends to increase rapidly,some important energy has difficult to meet the needs of the economic development,energy constraints highlights increasingly. While, the environment which is important tothe survival of the life on earth has been polluted seriously, leading to the deterioration ofthe ecological environment constantly, the investment cost of the environment governancecontinues increased, all of this cause the cost of the economic development to be expensive.Especially, the energy intensity of the secondary industry is the largest during the threeindustries, so studying the influence between Mining; Manufacturing; Electric Power, Gasand Water Production and Supply; Construction and Energy Consumption can provide areference for the internal adjustment of the secondary industry. To analyze from thisperspective, it has important theoretical significance undoubtedly.Compared with developed countries, the energy intensity of China is too high. What’smore, there is a gap between the energy intensity and the energy-saving targets of China’s12th Five-Year Plan, so it is an important task in China to speed up the adjustment of theindustry structure and reduce energy consumption. The12th Five-Year Plan notes that:Suppresses the rapid growth of high-energy consuming industries, and pay specialattention to energy conservation of industry, building, transportation, public organization.So we should study the influence between the energy consumption and industrial structureespecially the various sectors within the secondary industry. The study has importantpractical significance for the optimization and upgrading of industrial structure andreducing energy consumption.The paper adopts the combination of normative analysis and empirical analysis, staticanalysis and dynamic analysis, statistical analysis and comparative analysis. Take thetheoretical analysis as a starting point, the paper use econometric model to analysis that how three industries and the various sectors within the secondary industry affect the energyconsumption, and finally to propose appropriate policy recommendations. Concretely, thepaper includes six sections:The first part, which mainly introduces the research background and meaning, sumsup the researching status and explains the research thought, method and potentialinnovation briefly to foreshadow the theory of the paper.The second part, analyze the adjustment of the industrial structure from theoreticalpoint of view. Taking the definition of industrial structure and its influence factors as astarting point, the paper introduces the theory of industrial structure adjustment of greaterimpact: the dual structure theory of Lewis, unbalanced growth theory of Hirschman,leading sector theory of Rostow, two base theory of Shinohara. Then the paper introducesthe theory of the evolution of the industrial structure: the law of Petty-Clark, the law ofKuznets, the law of Hoffman, and notes that the general trend of industrial structureadjustment. At last, the paper points out the problems in three industries: problems in theprimary industry is that share of the agricultural labor force is too big; problems insecondary industry is that the proportion of production value is high but the quality is toolow; problems in the tertiary industry is that the proportion is low and the structure isunreasonable.The third part, analyze the energy consumption from theoretical point of view.Explain the definition and classification of energy, the index of energy consumption andthe problems of energy. The index of energy consumption includes: coefficient of energyconsumption, coefficient of energy efficiency, elastic coefficient of energy consumption.By analyzing three coefficients effect on economic growth, adjustment of the industrialstructure and its development and changes in the regularity, shows that decreasing energyconsumption is the objective trend of human society in the process of economicdevelopment, adjustment and optimization of industrial structure is an important way toachieve this trend. There is a big gap between China’s energy consumption status and therequirements of this trend, highlights that there is still a long way to go to adjust industrialstructure in order to reduce the energy consumption.The fourth part, analyzes the impact of the industrial structure adjustment on energy consumption from theoretical point of view: first of all, the paper analyzes the influencemechanism that the adjustment of industrial structure how to affect energy consumption;then the paper analyzes the influence mechanism that the change of weight proportion howto affect energy consumption.The fifth part, analyzes the impact of industrial structure adjustment on energyconsumption by empirical analysis method. Using the basic data which show economicdevelopment and energy consumption, the paper verify that the impact of industrialstructure adjustment on energy consumption. We can summary that the industrial structureadjustment and the energy consumption exists a causal relationship.The sixth part, propose policy recommendations of the optimization of the industrialstructure and the depression of energy consumption. On the basis of conclusion reachedfrom the preceding parts, we should consolidate and strengthen the fundamental position ofagriculture, adhere to the road of new industrialization, speed up the development oftertiary industry to reduce energy consumption.
