Research On Greenway Management Problems Of Da Yi County And Its Countermeasures

As an important part of urban traffic network,greenway not only protects ecological environment,but also provides places for tourism,cultural activities and outdoor recreation.Guided by the target of “establishing international tourism destination and ecological town”,Da Yi county has already built a number of greenways that run through the entire region.The construction of greenway network has achieved significant social,ecological and economic benefits,and wins wide acclaim.However,problems including lack of supporting facilities,insufficient public participation,and single-function design still exist.In September 2017,as one of the key metropolises of China,Chengdu launched green construction program and Tianfu Greenway Planning Program.Da Yi county initiated new greenway planning and construction program in accordance with the Western Control Strategy.In addition,Da Yi county plans to build a three-level greenway system with vertical,horizontal,and looped network.The greenway system is 868 kilometers long to improve the environment,speed up economic development,as well as promote industrial transformation and upgrading.Full play should be given to the greenway in maximizing the benefits of social members,and providing guidance for the greenway management.This research conducts a series of analysis in order to solve the management problems.The research conducted a literature review using domestic and foreign greenway management theory and practice.Through the lessons and experience of greenway management in USA,we made a survey to investigate the status quo of greenway management in Da Yi county.Based on the existing problems,greenway management is divided into two aspects: supervision maintenance and operation management.The research combines synergy theory,public participation theory,and public goods supply theory to analyze the causes of management problems,then puts forward suggestions and countermeasures.The conclusions are as follows: From the perspective of greenway supervision and maintenance,it is necessary to establish a multi-subject cooperative governance model.At the governmental level,a multi-level and multi-sector management organization structure should be established,encourage the public to participate actively.Both government and social members should be integrated into the greenway management model.From the perspective of greenway operation management,diversified financial supply should be guaranteed,which relies on both local finance and market funds to promote market-oriented and industrialized operation management.
