Research On Optimization Strategy For Investment Attraction Of Panjin Fine Chemical Industry Park

With the continuous advancement of China's reform and opening up process,economic construction,as the primary task of national development,has been highlighted.As one of the means to promote regional economic development,investment promotion is an indelible contribution to the construction of regional economy.Investment promotion is very helpful in industrial upgrading,increasing both the employment rate and the economic externality of the city.Overall,investment promotion is of the top priority for regional economic development and it performs as the engine and driving force of economic development.Panjin Fine Chemical Industrial Park is the core industrial district and the forerunner area of the Panjin City.The management committee has always made a lot of efforts in investment promotion,and the working strategy of the whole industrial park is based on the idea of “enterprise is god” and the concept of “nanny”.Based on these principles,the committee of the park have made a big step forward in improving the business environment and shaping an atmosphere of "pro-business love,respect".Therefore,the Panjin Fine Chemical Industrial Park has become an area of industrial agglomeration in northern China,and it makes many contributions for the local economic development.However,the local government are still facing many difficulties in the process of actual investment promotion.Therefore,comprehensive studies on the actual problems and the improvement of the feasibility of investment promotion are required to promote the development of Panjin Fine Chemical Industrial Park,thereby stimulate the economic development of the Panjin City.There are in total five sections in these study.The first part is the introduction,which mainly elaborates the background of topic selection,the main concept of research significance and the summary of the present situation of both domestic and foreign research(i.e.,their research content and framework).In the second part,the present situation of the investment promotion for the Panjin Fine Chemical Industrial Park is detailed illustrated,and the difficulties that encountered during the investment promotion and the cause of these difficulties are analyzed.In the third section,the optimization scheme for the investment promotion is demonstrated.In addition,by adopting the experiences of both domestic and foreign modes of investment promotion and considering the current state of the park,an optimization scheme for the investment promotion of the park is designed.Furthermore,the applicability of the scheme is validated as well.The fourth section elaborates more suggestions and detailed countermeasures for investment promotion of the industrial park.This section is illustrated from three aspects: the transformation of government role;introduction of incentive mechanism and improvement of investment climate and service team in the park;and supporting the independent investment promotion by the leading enterprises.The last section(i.e.,conclusion section)summarizes the overall content of this thesis,and the necessity and urgency of optimizing the investment strategy of the industrial park are put forward.
