Because there are many Chemical and Petrochemical Enterprises in the Chemical Park, which storage, use and transport of large quantities of flammable, explosive, toxic and hazardous chemicals, also the large number of significant risk sources. In case of a fire, accidents of explosion or dangerous chemicals leakage caused large areas of vulnerable accident. Enterprises are relative intensive in the park. A business makes a major accident that will affect neighboring businesses. It is likely to trigger disastrous chain of domino effect accident.How to plan the industrial park reasonable, to prevent and control the potential major accidents and reduce the losses caused by its impact and, to ensure that the chemical production safety and social stability, to achieve enterprise healthy development and sustainable development, which have become the core issue of governments at all levels ,park managers and builders.In this paper, safety planning theories and methods of Chemical Park were studied. It made a detailed study on safety planning approaches, purposes, procedures, and so on. It also brought out the framework structure based on the life cycle of chemical Park in accordance with the time sequence.The paper have the study of theory On the fire emergency, the evacuation of refuge, safety supervision and management, and emergency rescue system on the principles of security planning content.This study can add, improve safety planning for the park's theory will be put to practical use in the research results of the chemical safety management of the park will play a role in guiding the safty management of the Chemical Park.
