As the biggest country of human resources in the world,China has abundant labor resources,and has become an important driving force to promote the development of national economy.In recent years,along with the sustained and rapid development of the domestic economy and the transfer of rural surplus labor force,it has provided labor resources for the development of the national economy,and also brought a series of problems,such as the allocation of labor resources.In addition,the distribution of labor resources in our country is uneven,which puts forward higher requirements for the allocation of labor resources.In this case,the new form of labor dispatch ushered in a rare opportunity for development,and can successfully solve the imbalance of labor resources distribution imbalance.Because of the labor dispatch employment form can help enterprises to reduce labor costs and increase the profits of enterprises,resulting in the form of labor has been widely used in domestic,which triggered a series of social injustice.This paper selects the state-owned enterprises in Panjin city as the research object,and the integrated use of the labor dispatch relevant research results and related labor dispatch policy,a questionnaire survey was conducted on many aspects of employment status in Panjin city of eight state-owned enterprises and staff satisfaction,combined with the city of Panjin,eight state-owned enterprises labor dispatch policy implementation research.Through the investigation on the state owned enterprises in Panjin city labor dispatch policy implementation,the state-owned enterprises in the labor dispatch policy problems in the relevant provisions,the specific implementation process and the protection of the rights and interests,and the main reason caused the labor dispatch policy implementation issues including the dispatch staff comprehensive quality is too low,operating costs of state-owned enterprises lead to pressure the difference of salary and benefits as well as the managers of state-owned enterprises lack of legal consciousness and social responsibility.At the same time,according to the labor dispatch of state-owned enterprises in Panjin implementation of the existing problems,puts forward the corresponding countermeasures,which are to improve the relevant provisions of labor dispatch policy,relevant error correction of labor dispatch in the process of policy implementation and establish and perfect the labor dispatch employee rights protection mechanism,in order to improve the staff's social status,security the interests of the dispatched staff.Through the study of state owned enterprises in Panjin city labor dispatch policy implementation,not only can put forward the corresponding countermeasures for the state-owned enterprises,labor dispatch policies,to provide a reference for the implementation of the policy can also send other state-owned enterprises solve the problem of city labor.
