Harmonious labor relations are vital to the development of state-owned enterprises. Labor Contract Law can regulate labor relations. At present, there are still problems in the labor relations of state-owned enterprises which are inconsistent with the norms of the law. Based on the theory of organizational change, this paper takes Shaanxi Coal Chemical Industry Group Co., Ltd. as an example to analyze the matching of labor relationship between labor dispatch and formal staff of state-owned enterprises and the Labor Contract Law. It is found that the labor relationship of Shaanxi Coal Chemical Industry Group mainly has the matching problem with the Labor Contract Law in three aspects:talent recruitment, employee compensation and labor dispute. The further reason analysis shows that the labor dispatching staff and the formal staff of state- Relationships need changes. Based on the problems found in the case study and its causes, this study proposes ways to promote the matching between the Labor Contract Law and the labor relations of state-owned enterprises from the aspects of talent recruitment and selection, employee compensation distribution, and labor dispute resolution. The research on the labor relation between labor dispatching staff and formal staff of Shaanxi Coal Chemical Industry Group and the Labor Contract Law provides a reference value for the harmonious development of labor relations in state-owned enterprises and promotes the development of state-owned enterprises.
