Information & Communication Technology(ICT)has brought the convenience to human society in decades.In the meantime,it has also been causing the information pollution.The so-called world's largest Chinese Wikipedia website,Hudong encyclopedia was found out to be the largest fraudulent advertising garbage site after the scandal exposed by CCTV 315 gala,2017.Penguin Intelligence along with Tencent Mobile Manager and Tencent Fact Check released the report of ‘online 315: Chinese online fraud and consumer advocacy actions report(2016).It showed that the mobile Internet had become the hardest hit area because of information pollution,in which more than 97% respondents suffered phone or SMS fraud.According to 12321 center,a supervision department for network,the total Internet inhabitants' loss due to information pollution is near 91.5 billion RMB in 2016,which is closed to the whole Tibet's GDP in 2015.And the loss of time is equivalent to the lives of 3822 people! Network information pollution has already become a serious obstacle for information consumption in China.Therefore,the design of a set of network information index system and method reflecting the pollution status is essential in purifying the online environment and creating a good atmosphere for information consumption.Firstly,the concept of information pollution and the initial evaluation index system was established based on the relavent literature with literature analysis,bibliometric analysis and social network analysis methods;secondly,the initial index system was revised with the content analysis of 75 samples released by 12321 center;thirdly,an attitude questionnaire about information pollution was designed aiming at the shortage in the statistics.And then the method of fuzzy language was used to obtain objective weight of index based on the results of the questionnaire;finally,the subjective weight of index was calculated out using scatter degree method with statistical data after weighted using objective weights.TOPSIS was used for information aggregation in the end.The results showed that the overall statue of network information pollution was harsh from February 2014 to October 2016,especially in March and April 2015.The biggest problem of network information pollutions are the harassing phone calls and bad websites nowadays,which bear the brunt of public's disgust either in terms of quantity or on the extent of the public's aversion.In addition,compared with the traditional methods,the method approved in this thesis has a better ability to distinguish the evaluation unit.The results can provide references for the management of information consumption environment.
