Research On The Current Situation And Countermeasure Of The Public Resources Trading Platform Of Provincial Level Of Sichuan Province

With the deepening of economic globalization,the socialist market economy of our country is also in constant development,reform and innovation.In August of 2011,General Office of the CPC Central Committee and General Office of the State Council has issued "The opinions about keeping the public informed of the government affairs and strengthening the government affairs service" which requires clearly,all localities and all functional departments should actively promote the policy of keeping the public informed of the government affairs,further enhance the level of government services,and emphasize the necessity of establishing public resources trading platform again,and clearly puts forward the requirements of speeding up the construction of public resources trading platform and continue to deepen the reform of the systems and mechanisms.This paper describes the research background and significance of public resources trading platform.And it is based on the analysis of relevant research literature at home and abroad on the construction and development of public resources trading platform and the presence of the prominent problems,etc.It elaborates the related theories of the construction of the trading platform and analyzes the root of the problems existing in the bidding process during the public resources trading.This paper also describes the present situation of the construction of public resources trading platform of Sichuan province and carries out an in-depth and detailed analysis on the imperfection of system,supervision and the non-standard mechanism operation and the difficulties of solving the prominent problems in the process of the current public resources trading platform construction in Sichuan province by reference to the advanced experience of the construction of the public resources trading platform in some domestic some provinces,cities,using the methods of literature review,theoretical analysis and research.This paper puts forward the countermeasures and suggestions to strengthen the construction and the development of public resources trading platform of Sichuan province in the following three aspects: to explore the development direction public resources trading platform in the future and carry out institutional mechanism reform as well as solving the key problems of specification operation of public resources trading platform.
