Study On The Building Of Benxi Public Resources Trading Platform

Since the 17th CPC congress,with the development of the economy and political reform,the reform of the field of public resources trading is developing in full swing all over the country,and various types of platforms are emerging.Benxi,as one of the cities which developed the platform of public resources trading earlier in Liaoning Province,started the establishing of the platform in 2012,and ran formally at the end of 2013.That provides a totally new mode to the other cities in Liaoning Province.But due to the lack of research and imperfection of matching system,the building of the public resources trading platform of Benxi City still has some problems.It is worth us to study and put forward the corresponding countermeasures.The methods of literature research?comparative research and empirical research are used in this paper.On the basis of the related domestic and foreign researches,the problems and reasons during the development and process of the building of Benxi public resources trading platform are fully studied.Through the research,the main problems existing on the platform are the uncertainty of the organizing structure?the imperfection of the corresponding system and the relative lag of the building of electronic trading platform.The above problems are popular all over the country,such as the lack of theory related to trading and the conflicts coming from the reform of the mode.There are also some reasons for the specific reform of Benxi,such as imperfection of the system building?the obstacle coming from the institutional settings and inefficiency of the supervision.According to the problems and reasons above,the suggestions of perfection of Benxi public resources trading platform are presented.The first point is to enlarge the scope of the trading?to make the management?operation and supervision in order and strengthen the unifying of the public resources trading.The second point is perfect the building of the public resources trading system through the laws?regulations and local corresponding systems.The third point is to strengthen the management and clarify the duties and identities of the staff.The fourth point is promote the building of the corresponding system of the public resources trading through the building of the related government institutions?the management of the judges and the building of the trading network etc.
