Under the background of economic globalization,service team of overseas project shows a growth spurt with the development of increasing overseas project.However,overseas project confronts problems of multilevel management,management stagnation and low management efficiency due to inadequate expectation,slow renewal of management philosophy and other factors.How to change this situation and improve the core competitiveness of overseas project is a question that every managerial personnel should deeply think.Taking Venezuelan project of NJ Company as an object of study and ‘Venezuelan personnel administering ' as a goal,this thesis aims to construct human resource management system of foreign staff to solve the management problems constricting the project development,and create an equitable,fair,harmonious and stable atmosphere in order to build a foreign team of ‘excellent skill,service up-most,dedication' which has a high sense of identity and mission to the company's core value and management philosophy,to eliminate obstacles of organization and coordination both in and out of the company to further offer continuous endogenous power for overseas development and provide an example for the cross-culture,localization and international management of NJ Company overseas projects.The thesis analyzes main problems in human resource management of Venezuela petroleum engineering project department of NJ Company and their reasons.Basing on this,the thesis gives improvement measures such as building correct cross-cultural concept and cultural integration of Chinese and Venezuela culture,localization of human resource,strengthening cross-cultural training,optimizing organization structure,perfecting recruitment system and performance assessment system,adjusting salary administration and establishing effective incentive mechanism.
