City Commercial Banks have been transformed from urban credit cooperatives based on restructuring.During the 23 years of development, they have experienced three stages of reorganization, consolidation, reform and consolidation, and breakthroughs. With the advantages of geographical location, popularity, and information, the city commercial banks market The competitiveness has continued to increase, and has become a leader in the financial markets of China's SMEs.According to the 2016 annual report of the China Banking Industry disclosed by the China Banking Regulatory Commission, the growth rate of the asset size of city commercial banks ranks first among all types of financial institutions.Cross-regional business has become one of the paths for large city commercial banks to expand their scale. However,in the western region, the financial ecological environment is relatively fragile, and the Matthew effect between urban and commercial banks is obvious. The rapid expansion of cross-regional operations has led to the emergence of a series of problems, such as insufficient supply of resources and talent, and the gradual accumulation of internal risks in banks. With the gradual entry of western China city commercial banks into the stage of rapid development,cross-regional operations have become an important way for the rapid expansion of their business and market scope.City commercial banks are faced with the problem of how to choose cross-regional operations carefully, and the impact of cross-regional operations on the city commercial banks in the western region. The conclusions drawn from the mechanism and empirical verification studies are of great significance for improving the management and management quality of city commercial banks and promoting the sustainable development of city commercial banks.Based on the current cross-regional status of city commercial banks in the western region and the theoretical analysis of the bank's efficiency and cross-regional mechanism of action, this paper selected 30 city commercial banks in the western region as a sample and adopted the data envelopment method(DEA)for 2012-2016 cities. The efficiency of commercial banks was measured, then a multiple regression model was established.Multiple regression analysis was performed using the bank's efficiency as an explanatory variable. The degree of geographical decentralization and the relative value of the number of cities in different places were used astwo explanatory variables to measure the degree of cross-regionality.The impact of cross-regional operations on the efficiency of urban commercial banks in the western region was based on empirical results and the problems existing in the cross-regional management of urban commercial banks in the western region. The basic ideas for improving the efficiency of urban commercial banks in the western region were proposed.Through theoretical analysis, efficiency measurement and empirical test, this paper concludes that the degree of cross-regional urban commercial banks in the western region is negatively correlated with the efficiency of banks. That is,the higher the degree of geographical decentralization of cross-regional operations, the greater the number of off-site cities in which branches are established.More, its bank efficiency is lower. The empirical results show that there are certain blindnesses in the cross-regional management of city commercial banks in the western region.Rational treatment of cross-regional issues, clear service orientation, and effective starting from their actual situation can improve bank efficiency.
