Study On The Performance Evaluation Of Agricultural Ecological Compensation In Qaidam Area

Ecological compensation is a kind of institutional arrangement to realize sustainable development based on economics by protecting environment,improving ecological environment.and managing environment and so on.Our country has begun to use ecological protection measures such as returning farmland to forest and grassland from the end of the last century,increasing the relevant cost of the use of agricultural resources through an ecological compensation mechanism,in order to achieve he enhancement of the quality of ecosystem services without compromising agricultural ecological function,meeting the social,and economic demands towards agriculture.With China's ecological compensation practice going on,the comprehensive performance evaluation the ecological compensation has been of concern to all sectors of society.How to achieve the maximum benefit of ecological environment by more reasonable compensation is the focus of the scholars.From the research results and research content,relevant researches on performance evaluation of agricultural ecological compensation are few.Therefore,the in-depth research on the related mechanism of agricultural ecological compensation and the perfection of the benefits in all ways can promote the content perfection of performance evaluation of agricultural ecological compensation in China,which is beneficial for the implementation of ecological protection of our government and the perfection of ecological compensation policy,and is of great significance for improving our ecological environment and promoting sustainable development.With the situation of agricultural ecological compensation in Qaidam region as the research object,combined with the characteristics of publicness and sociality in ecological compensation,by using the method of qualitative and quantitative analysis,this paper evaluates local agricultural ecological compensation effect.Firstly,this paper defines the concept of ecological compensation and teases out the theoretical system,the subject and the form of ecological compensation are mainly discussed,thus providing a theoretical basis and research aim for evaluating the effectiveness of compensation policy;then an ecological compensation performance evaluation index system in the Qaidam area is built,using principal component analysis method and entropy method to evaluate the performance of local agriculture ecological compensation.The results show that after the compensation policy is implemented,the overall agricultural ecological performance in Qaidam region has been improved to different degrees,but due to the difference in the implementations in the administrative committees of cities and counties,the degree of improvement in administrative committees of different cities and counties varies.Among them,the improvement in Delingha,Golmud and Dulan is the most significant.
