Research On The Scale Efficiency Of Family Farms In Chengdu Based On DEA-TOBIT Model

Since 1978,China's agricultural implementation of household contract responsibility system has been to stimulate the enthusiasm of farmers,agricultural development in the productivity has been greatly improved.With the rapid development of China's economy,the traditional small-scale farming model has been unable to adapt to the rapid development of productive forces need,family diversification business highlights the various drawbacks.How to break through the bottleneck disorder restricting the development of agriculture has become an urgent problem to be solved and solved.The first proposed in the Central Document No.1 in 2013 as one of the mainstay of agricultural scale management,and put forward to promote the innovation of agricultural management system and speed up the agricultural management The important direction of change.In the document No.2016,it stressed that we should adhere to the farmers' family management as the basis,lead the various forms of agriculture to scale the scale of operation,The emergence of a new type of household farms is the result of the reform of the traditional small peasant economy in China.Chengdu as an important agricultural production and processing base in Sichuan Province,approved the rural reform pilot area.Since the Central Document No.1,"the family farm",to increase the policy support for family farms,the official release of "accelerate the development of family farms guidance",pointed out that the establishment of special family farm support fund,the annual financial investment of 1000 Million focus on innovation and financial insurance and tax services and for the demonstration of family farm assessment and so on.As of September 2015,the province's family farm to reach 17873,operating area of 161.5 million mu,showing a strong momentum of development.Therefore,it is of great practical significance to study the scale efficiency of family farms in Chengdu,which is of great practical significance to promote the process of agricultural modernization and farmers' income.It also provides a realistic basis for the sustainable development of family farms.Based on the previous researches on family farms and the development of family farms in Chengdu,this paper makes an empirical study on the scale efficiency and influencing factors of Chengdu family farms.The first three parts are the theoretical research,and the research framework and hypothesis are constructed under the combing of the literature.The latter three parts are the empirical research part.The influence of the development of the family farm is analyzed by the field investigation of Chengdu and the surrounding family farms combined with the econometric model factor..Construction of DEA model to measure the scale efficiency of domestic farms and analysis.The Tobit regression model was used to analyze the influencing factors of the scale efficiency of the family farms,and the specific influencing factors were examined.The sixth part is the research proposal.On the basis of summarizing the results of previous theories and empirical analysis,this paper concludes the conclusion and puts forward some practical reference and suggestions based on the characteristics of Chengdu family farm development.Through the above analysis,the research shows the following conclusions.(1)In general,the scale efficiency of family farms in Chengdu is at a low level,and some farms are in the condition of diminishing returns to scale;the scale efficiency of different types of family farms is quite different,but the internal differences is much high,the family farms of fruits and cereals as well as vegetables and oil crops are lower,but the internal differences is small.(2)The scale of assets,entrepreneurship and loan size have positive effects on the scale efficiency of family farms.The land transfer costs negatively affect the scale efficiency of family farms,among them asset size and loan size having a greater impact.Based on the above conclusions,this paper proposes the following specific recommendations:(1)Cultivate new type of farmer.Establish the agricultural professional managers selection mechanism,cultivate successor good at management agriculture;establish the agricultural professional managers training mechanism,combine theoretical training and practical operation;improve the agricultural professional managers management mechanism,do a good job post-evaluation,strict exit mechanism;establish agricultural professional managers service mechanism,promote the exchange of technical information services.(2)establish a sound rural transaction of land property rights in public market.Establish trading mechanisms;pre-receipt certificate,to lay a solid foundation for the transfer of public listing;release information in public,revitalize the rural resource assets.(3)increase support of the government efforts to broaden the financing channels.Establish a sound rural financial system,strengthen the "silver cooperation",and actively guide the financial sector to participate in rural property mortgage financing;establish financing risk prevention mechanism for mortgage financing to provide effective information support.
