"Human beings back to the sea" will become the trend of the global economic development in the 21 st century.As the ocean becomes more and more important in the economic development in the era of globalization.The development and utilization of the oceans have increasingly become one of the reliable solutions to the current series of problems such as population expansion,resource shortage and environmental degradation.As the result,the issue of "sea rights" has once again drawn attention and has become one of the hot topics in the humanities and social sciences.Both China and Indonesia have proposed their own national development targets for the oceans.China's "Maritime Silk Road in the 21 st Century" has a trend of development towards the Sea and Indonesian president Joko issued the strategic concept of "Global Maritime Fulcrum" after he took office.From the perspective of development,the goals of the two countries exist not only difficulty in cooperation but also in strategic alignment and interlink.This article analyzes the strategic ocean cooperation between China and Indonesia from the perspective of "sea rights".This article mainly consists of the following five parts:Part one,establishing the research horizon of this article through the tracing of the theory about "sea rights".Due to special historical reasons,the idea of "sea rights" has been linked to the extreme language such as "expansion" and "hegemony" since the date of its birth,so that its true geographical and national attributes are lost.Under the theme of peace and development today,these notions of sea rights must be re-recognized.We can only make due contributions to world peace and world development by fully affirming the natural geographical nature of the ocean itself and the direction of its national interests.Part two,aiming at exploring the maritime strategy of China and Indonesia and the plight of their cooperation.Due to historical and realistic reasons,there are some difficulties in cooperation between the two countries,mainly manifested in the prominent contradictions in ocean demand,the collision of cultural ideas and the interference by countries outside the region.Part three,mainly discusses the return of geographical features under the horizon of sea power.The need of ocean and the co-operation reality between China and Indonesia has prompted us to reflect on the traditional "sea rights" thinking.Only by returning to the true nature of geographical features can we reach the common interests of both parties.Part four,through the direction of national interest,this paper analyzes the tension of sea rights between China and Indonesia.Only by strengthening communication at the national level,building infrastructure based on people's livelihood,strengthening the construction of cultural soft power and strengthening maritime defense,will it be possible to give full play to the tension of the sea rights and achieve a "win-win” situation between the two countries.Part five,an analysis of the Sustainable Development of China and Indonesia.Only by adopting the development pattern of "common destiny" can the sustainable development between countries and countries be fully guaranteed.Only by basing ourselves in the happiness of the people and take the advantage of ocean as the "natural bond",can we promote the economic and cultural development of all countries in the world better and maintain and promote the world's peace,stability and sustainable development.
