With the continuous expansion of the city scale and the acceleration of the urbanization process,a lot of city appearance and environment sanitation problems inevitably arise and gradually become the focus of public attention.Under the background of the increasingly mature concepts of digital city and smart city,the implementation of information-based management of city appearance and environment sanitation has become an inevitable development.For many years,the information data of the city appearance and environment sanitation management department was mainly transmitted in the form of text and tables.However,the application of digital chengguan mostly stops at the realization of simple functions such as positioning and query statistics.In addition,in the three dimensions of time,space and business,there are still problems of low intelligence and informatization level,data analysis is not accurate enough,and it is unable to effectively carry out all-round analysis of the environmental problems of urban appearance.It can not solve the weak links and prominent problems in the environmental management of the city directly,and it is difficult to achieve the effect of improving the efficiency of the environmental management of the city and reducing the efficiency of the use of funds for the environmental management of the city.Obviously,the development of "smart cities" cannot be satisfied.Therefore,it is necessary to set up a special information system for the city appearance and environment sanitation to express the city appearance and environment sanitation problems vividly and intuitively,and to improve the informatization,refinement and intelligence level of the city appearance and environment sanitation managementAccording to the needs of the informatization management of the city appearance and environment sanitation,this paper proposes to establish the city appearance and environment sanitation information system based on WebGIS,and on the basis of summarizing the current situation of the informatization management of the city appearance and environment sanitation at home and abroad as well as the application and development of WebGIS,and analyzes and designs the city appearance and environment sanitation information system by combining the principles and methods of WebGIS.This paper takes Visual Studio2015 as the development platform,JavaScript and HTML and C#as the development language,and combines the technologies such as Gaode map API,cloud platform,GIS spatial analysis,ArcGIS Server,ArcGIS API for JavaScript and ECharts to realize the city appearance and environment sanitation information system based on WebGIS,and the system is deployed and published in the cloud.Finally.the paper takes Kunming city appearance and environment sanitation inspection and assessment data as an example to carry out the application demonstration research.The paper has made the following achievements and understanding:(1)Put forward a set of technical scheme that is suitable for the combination of WebGIS and baidu cloud platform for the cityscape and environment information system:The GIS platform,software and geospatial data are deployed on baidu cloud platform to provide Web services by taking advantage of the flexibility and on-demand acquisition of baidu cloud platform.This not only simplifies application deployment and management,but also provides client users with data and software services in a Shared way,improving the operating efficiency of the system.(2)Developed the city appearance and environment sanitation information system and realized the informatization management of cityscape environment:The system includes seven functional modules,including map browsing,data dynamic maintenance,thematic statistics,comprehensive analysis,thematic map product and output,city appearance and environment sanitation brief generation,system authority management and so on.Map browsing module realizes the enlargement,reduction,reset,translation,base map switch,eagle eye map and other operations;The data dynamic maintenance module realizes the dynamic maintenance and update of the data of city appearance and environment problems;Thematic statistics module is divided into four aspects:regional thematic,type thematic,component thematic and high-development thematic,realizing the linkage display of map and statistical chart;The comprehensive analysis module realizes the spatial trend analysis and the time dynamic change analysis of the environmental problems of the city appearance,constructs the high-incidence zoning model and realizes the high-incidence regional integration process extraction.The production and output module of thematic map realizes the production and output of the graph of the number of regional high-incidence problems,the spatial distribution map of urban appearance and environmental problems,and the heat map of city appearance and environment sanitation problems;The generation module of city appearance and environment sanitation brief realizes the generation and output of monthly city appearance and environment sanitation;The system authority management module realizes the adding,deleting and editing of system function module,user information and role information.Through takingcity appearance and environment sanitation supervision inspection data of Kunming as an example to demonstrate the application,application practice shows that the system not only can provide effective information for the city environmental inspectors and provide decision basis for city environment management,can also provide technical support for the information-based management and intelligent construction of Kunming's appearance and environment.It has good practical value in promotion.
