Gansu Province is an important metal raw material and basic energy supply base in China, and its economic development has relied heavily on the exploitation and utilization of energy and mineral resources. In the long term to extensive consumption of energy resources in exchange for economic prosperity in the long run behind,is the frequent occurrence of extreme weather in recent years, climate events and economic growth is not sustainable. Therefore,Gansu Province from high energy consumption, high pollution, economic development model into a sustainable low-carbon economic development model, must be in-depth study of Gansu Province, carbon emissions characteristics and factors,to take measures to control key factors, carbon emission. In this paper,we first analyze the different indicators of carbon emissions, sort out the factors that affect carbon emissions, their changes affect the mechanism of carbon emissions,as well as the decomposition of carbon emissions factor analysis method, based on the construction of this paper Methods and analytical models.Secondly, the changes of carbon emission in Gansu Province and 8 prefecture-level cities in 2000 to 2014 were compared with the carbon emission total, carbon emission intensity and per capita carbon emission index.Thirdly, based on the decoupling index, the effect of economic growth on the carbon emission in Gansu Province was analyzed, and the two were in a weak decoupling state.Fourth, the use of Gansu Province and sub-high,medium and low carbon emissions area panel data, and the use of measurement models to study, including economic factors, including population, carbon intensity of carbon emissions in Gansu Province, the impact of economic growth and Carbon emissions are present in environmental Kuznets curves and decoupling phenomena, predicting trends, cross validation with previous results. Finally, through model-based carbon emissions are mainly determined by the level of economic development and carbon intensity. While the industrial structure and energy efficiency and carbon intensity are closely related to the level of carbon emissions, therefore, continue to further analysis of different sectors of carbon emissions impact factors and contribution. And then select the carbon sector and the largest contribution to the regional GDP of the industrial sector,a separate analysis of its carbon emissions drivers. In this paper, the main conclusions are as follows: For the whole of Gansu Province,Kuznets inverted "U" curve can describe the relationship between carbon emissions and economic development, from the subregion, the regional carbon emissions and economic development Do not all show the inverted "U"-type curve, indicating that regional carbon emissions are not balanced. The economic effect in all sectors is the most important factor driving carbon emissions, and the second most influencing factor is energy efficiency. Finally, according to the conclusion put forward to improve energy efficiency, optimize the industrial structure, improve the national awareness of energy conservation recommendations.
