In the "13th Five-Year Plan",the carbon emission reduction targets are put forward higher.In 2020,the carbon emissions per unit of GDP will fall by 18% compared with 2015.The pressure on China's carbon emission reduction is still very large.The Beijing-Tianjin-Hebei region has a unique regional status,has cooperative carbon emission reduction conditions and a solid economic foundation,and is an important strategic fulcrum for realizing the "13th Five-Year Plan" carbon emission reduction target.With the gradual advancement of the national strategy of coordinated development of Beijing-Tianjin-Hebei,Beijing,Tianjin and Hebei have made key breakthroughs in the areas of ecological environment management and industrial upgrading and transfer,and the overall low-carbon level has improved significantly,but the low-carbon levels in the three places are uneven.."Decoupling" means that the economy is growing while consuming less resources.It is the most ideal development model for future economic development.It fully understands the extent and driving factors of Beijing-Tianjin-Hebei economic growth and carbon emissions decoupling,and analyzes the past carbon emission reduction policies.The effect is to provide a reference for the future development and improvement of carbon emission reduction policies to achieve sustainable economic development in Beijing,Tianjin and Hebei.Combining the existing literature,the research results at different scales are significantly different,and the decoupling relationship between economic growth and carbon emissions in the economic sector is included in a complete analytical framework.The summary and normative research is still new.Attempt;the existing literature on the empirical analysis of driving factors is mainly from the perspective of carbon emission decomposition,less factor decomposition from the perspective of decoupling index,and more than the research on carbon emission drivers and carbon emission decoupling drivers,can not be objective The results of decoupling efforts on carbon emissions were analyzed.Less scholars evaluated and analyzed the decoupling effect of the Beijing-Tianjin-Hebei region.Based on this,this paper relies on the Tapio decoupling model to compare the decoupling relationship between Beijing-Tianjin-Hebei economic growth and carbon emissions from regional,provincial,and departmental scales,and evaluate the carbon emission reduction of Beijing-Tianjin-Hebei in 2007~2016.The effect and determine the priorities and development bottlenecks of future carbon emission reductions;secondly,use the LMDI decomposition method and the decoupling effort model to explore the main drivers and mechanisms of carbon emissions and the decoupling efforts to provide a reference for the government to formulate carbon emission reduction policies.opinion.The study found that:(1)The economic growth,energy consumption and carbon emissions of the Beijing-Tianjin-Hebei region maintained a relatively high growth rate from 2007 to 2016.(2)From the regional scale,the carbon emissions in the Beijing-Tianjin-Hebei region are weakly decoupled;the economic development level and the carbon emission intensity effect hinder the decoupling of carbon emissions,while the energy efficiency and industrial structure contribute to the decoupling of carbon emissions.(3)From the perspective of cities,Beijing has achieved the decoupling of economy and carbon emissions,while Tianjin and Hebei provinces are in a weak decoupling between economic growth and carbon emissions.The economic development level of the three places is different.Improving the economic model of Hebei Province is The key to improving the regional economic quality of Beijing-Tianjin-Hebei region;Beijing and Tianjin carbon intensity intensity decoupling efforts contribute less and change frequently,which is the key breakthrough direction for Beijing's energy conservation and emission reduction in the future.Hebei Province has made a small degree of decoupling efforts for carbon emission reduction work.Maintaining the energy efficiency effect and the positive driving effect of industrial structure effect is the main task of decoupling carbon emissions in Hebei Province.The effect of improving carbon emission intensity is also Hebei Province.A big problem still to be solved.(4)From the perspective of economic sub-sectors,there is a strong decoupling and weak decoupling between commercial and domestic consumption and other sub-sectors in Beijing.There is a large carbon emission reduction space.The transportation sub-sector is the current Beijing carbon reduction.The key departments of the platoon,the industrial sub-sectors of Tianjin and Hebei Province have a decisive influence on the overall decoupling trend.The other economic sub-sectors have less influence,and the decoupling index of most economic sub-sectors is repeated and obvious,and the decoupling contribution fluctuations are affected by the national policy.Big.Finally,it puts forward the government's policy guidelines,optimizes the industrial structure,vigorously develops the tertiary industry,and continuously proposes technological innovation.
