In this research thesis paper the main concept is to review the planning of track maintenance and safety management of railway infrastructure and especially on the maintenance on railway capacity.The review is done on the basis of a subdivision of the planning process in different phase's base on the new master plan of Ghana Railway Ministry.It concentrates on two main topics:Firstly diagnosing the state of the track infrastructure and the subsequent planning of safety to look at the maintenance work and secondly the planning of track possession for maintenance and recovery.Several approach towards the solving the condition of the railway infrastructure for Ghana for consideration,but the Railway Track Infrastructure Capacity Model was outlined.The proposed presentation begins by discussing rail accidents from recent years in Ghana Railway,underscoring the importance of a continued focus on safety.Subsequently,China's efforts towards establishing common safety standards for the entire continent are discussed.The presentation concludes by using the specific situation on China Railways System as an example for state-of-the-art safety measures for the adoption of the up and coming developing countries.Despite the mentioned accidents,railway is by far the safest means of transport in Asia,Europe,America and some existing railway services in some parts of the African continent.The number of fatalities per passenger and kilometer is in fact 20 times lower than for road users.Besides,the annual number of train accidents is steadily declining.My thesis research presentation is to address the work of the China Railway,commonly known as CR,full name China Railway Corporation which is the National Railway Operator of the People's Republic of China,under the regulation of the Ministry of Transport and the National Railway Administration,which was established in order to draw up a common China railway safety concept(Directive on Safety on the Community's railways).Moreover,a set of Common Safety Methods(CSM)was developed and has been advance worked and for use till now.In China,it is the declared goal to continuously reduce the probability of train accidents.For this purpose,certain installation and infrastructure measures are applied to the entire network which if adopted by the Ghana Railway Ministry and the Ghana Railway Authority Development it will improve the track infrastructure and safety management.This research paper will cover a number of these measures,including train control systems(new ETCS Level 2 vs.old control systems),hot-axle-box detection identifying defunct carriages,maintenance schemes and tunnel safety management.It is an undeniable fact that tracks infrastructure maintenance is one of the most important subjects when it comes to railway systems.It is the bedrock of many railways services be it slow or fast speed trains related to the world today advancement of transporting passengers and good from one location to the other.This service of railway proper maintenance provides profit service study tools for other transportation disciplines.Some of the benefit from the economic concepts and principles include administration,finance,banking,marketing,planning,geography and engineering,just to mention but a few that makes any country progress and ease transportation traffic there by making movement of the population more comfortable.In summarizing the models presented "Railway Infrastructure Capacity Model"is applied models,but can be extended to solve many types of practical problems,since in reality there are many more constraints that a maintenance planner has to take into account.Some of my finding show that the Railway Infrastructure Capacity Model and solution techniques developed for scheduling railway track infrastructure and safety maintenance can also be applied in the case of Ghana if adopted and implemented.Finally,I will like to provide some suggestions for future research on some areas discussed in this thesis research paper.In this thesis research paper it showed that track infrastructure capacity model is a less complex problem solver since there several constraints(e.g.disturbances for the travelers,length of the possession restricted by the train operation,etc.)should be taken into account.For this reason,there is believed that the ideal of a well plan process would be to schedule for maintenance activities at the same time as constructing the train schedule.Instead of constructing and optimizing a train plans to minimize delays due to train events,a train plan can be constructed to maximize time windows available for possible maintenance activities.In order to produce a good track infrastructure maintenance plan ? suggest that the model and techniques used for preventive maintenance scheduling problem in this paper can be easily extended by taking the maintenance resources(manpower,equipment,tools,spare parts)into account.The schedule is then developed based on available resources and job priorities.During my research 1 came across some the shortcomings of existing classifications of threats to information systems and their control measures and considers threats from two points of view.These classifications are;Threat agent,and Threat technique.Threat agent could be environmental factors,authorized users,and unauthorized users;threat(penetration)technique could be personnel,physical,hardware,software,or procedural.Providing authentication,access control,data confidentiality,data integrity and non-repudiation services are presented as control measures to these threats.This research should develop an overall risk management system for security managers to enable them to allocate their resources in the most effective manner and to select the most effective control measure.This system should consist of five parts,namely;1-Resource and application value analysis,2-Vulnerability analysis,3-Computation of losses due to threats and benefits of control measures,4-Selection of control measures,and5-Evaluation of implementing alternatives.This research will be used to developed broader impacts of solving technical problems of railway track infrastructure and safety management.
