In recent four decades of reform and opening up,China's economy gained a sustained high growth,especially in the infrastructure construction sector.Cement,as a main material for infrastructure construction,its production capacity and number of enterprise have increased significantly due to the rapidly growing market and technical innovation.As of the end of June 2017,China has reached a production capacity of 2.02 billion tons of clinker,and 3.83 billion tons of cement.Whereas in 2016,the annual production capacity of clinker is only 1.376 billion tons,with a capacity utilization rate of 68%;annual production capacity of cement is only 2.403 billion tons,with a capacity utilization rate of 62.47%.However,with economic transformation,lower growth rate and less investment in recent years,the contradiction of excess capacity of cement has become more and more serious,and the competition among enterprises has become increasingly fierce.As a result of that,the cement enterprises gradually pay more attention to performance appraisal for the consideration of a higher efficiency,lower cost,better benefit and,performance appraisal is the key point to improve efficiency and performance management.From the existing performance management works at home and abroad,the research on performance management of cement industry is rare.We should do a new perspective,multi-dimensional and more in-depth study combining enterprise's current situation in the cement industry.A well-known brand company in the cement industry-Y Cement Co.,Ltd.,now ranked 10 th in China clinker production capacity,growing steadily from zero in the fast changing environments in just more than a decade into the inland market,fully demonstrated its unique strength in management.Therefore,this paper will focus on the optimization strategy of the performance appraisal mechanism of Y Cement Co.,Ltd.,Ruichang Plant and carry out a comprehensive analysis and discussion.Considering the features of cement industry,this paper starts firstly from the existing management system of Y Cement Co.,Ltd.,Ruichang Plant to analyze its disadvantages in performance management and other systems using research methods and so on,then do a brief but in-depth analysis as to the causes combining theories of performance & salary related fields from 3 major sectors namely,job positions,salary system and performance management,to conclude a set of relatively comprehensive and complete optimization strategy so as to help Ruichang Plant to improve its management system,management efficiency and performance.This paper also analyzed in details the problems that are expected to be encountered in the formulation and implementation of optimization schemes,and made a matching system plan.Hopefully this will help Y Cement Co.,Ltd.,Ruichang Plant to make a few progress in performance appraisal mechanism and in the meantime,to provide some inspiration to other cement enterprises in improving their performance appraisal and management system.
