Research On The Packaging Waste Disposal Of The Extended Producer Responsibility

The Extended Producer Responsibility(EPR)is a new system in circular economy.And it plays an important role in the practice of waste product disposal abroad.In December 2016,the China' s state council issued The Implementation Plan of EPR.And then,the construction of China's EPR system has been fully deployed for the first time.So,in order to effectively solve our country' s growing problem of packaging waste,the definition and connotation of the product liability extension system is defined:First of all,the definition of "producer" should be defined in terms of "who produces,who is responsible",and it's specific to different types of products in different cases.Rather than blindly for expanding interpretation,lead to"distortion concept";Secondly,in order to connect with "product responsibility",the scope of "extended responsibility" should be defined as the upstream of product life cycle(material acquisition and design)and downstream(the disposal stage of the product).On this premise,by referring to the relevant legislation and experience of foreign countries,on the basis of analyzing the existing problems of packaging waste disposal in China,and combining with The Implementation Plan of EPR,this paper puts forward the following Suggestions on how to improve the producer responsibility extension system of packaging waste disposal in China.To construct the overall framework of producer responsibility extension system;To clear responsibility subject,scope and content and legal responsibility;To establish and improve the supporting system such as target assessment system,environmental certification system,credit evaluation system,environmental deposit system,government priority procurement,the third party recycling management system and green purchasing mechanism.And to reduce the impact of waste products such as packaging wastes on the environment,and finally realize the purpose of saving resources and protecting the environment.
