China is the largest carbon dioxide emitter in the world,and the contradiction between environmental pollution and economic growth is increasingly intensifying.To search for a low-carbon economic development path that suits China's national conditions has become a hot issue.Technological progress is a key driver of a low-carbon economy and plays an important role in achieving carbon reduction.The technological progress of a country or region depends not only on its own internal R&D investment,but also on the spillover of R&D activities in other countries and regions.In international economic activities,a country can obtain foreign technology spillover through foreign direct investment and international trade channels,promote technological progress and energy conservation and emission reduction.In inter-provincial economic activities,due to lack of administrative and trade barriers such as nationality and tariffs,inter-provincial trade and personnel flow are more frequent,and inter-provincial technology spillover channels are broader.Therefore,it is of great significance to investigate the inter-provincial technology spillover and its impact on China's carbon emissions.This article first uses the geographical economic distance as the inter-provincial technological spillover weight,measures the inter-provincial technology spillover effects of 30 provinces and cities from 2000 to 2015,and uses the social network analysis method to examine the structural characteristics of the inter-provincial technology spillover network and the node features of each province in the network.On this basis,the direct technical spillovers between provinces and indirect technological spillovers measured by betweenness of each province were introduced into the panel econometric model of the carbon intensity influencing factors,and the influence of inter-provincial technology spillover on carbon emission intensity is investigated by combining economic factors,structural factors and other technological progress factors.Research indicates that:(1)R&D investment in all provinces has increased,and inter-provincial technology spillovers have been evenly distributed.(2)Inter-provincial technical linkages are sparse,and the core-periphery structure of the network is stable,and four major condensed subgroups characterized by geographic adhesion and economic proximity are formed.(3)Inter-provincial direct technology spillovers have significantly reduced the carbon emission intensity of the country and sub-regions.Inter-provincial indirect technology spillovers have only a significant inhibitory effect on carbon emission intensity in the central region.(4)Internal R&D intensity is inverse U-shaped in relation to carbon emission intensity.FDI technology spillover significantly reduces the carbon emission intensity of the entire country and the eastern region.International trade technology spillovers will increase carbon emission intensity.(5)Economic improvement reduces carbon emission intensity,industrial structure and energy consumption structure will increase carbon emission intensity.
