The Paris agreement has accelerated the process of reducing emissions,but this "top-down" initiative to a certain extent blurred the responsibilities of national carbon reduction efforts.With the speeding up of global integration,"carbon leakage" problem caused by international trade and international division of labor becomes more and more serious.Thus countries begin to consider domestic and international emission reduction issues from the sector level.As an important point of reducing carbon emissions,sectoral carbon emissions is closely related to the added value,and its activities are generated in the process of supply and demand.Therefore,it is of great significance to clarify the relationship between the carbon emission and economic development of the industry from the production side and the demand side,and to clarify the change rates of carbon emission and carbon intensity,as well as the country influence behind it,whether it is for the economic development of the country or the formulation of the international economy and emission reduction policies.In order to reflect the internal relationship between carbon emissions and economic growth as well as supply and demand in the global production systems,this paper,based on the GIRIO model,constructs a model of sectoral carbon emissions and intensity,also analyses the changes and convergence of them from 1995 to 2009 using World Input-Output Database(WIOD).Meanwhile,we use the comparison and LMDI decomposition analysis for assessing national attributions to sectoral carbon intensity.The results show that: The productive sectors are the main source of global carbon emissions,especially the high-energy and high-intensity sectors.Further analysis of these sectors shows that the sectoral carbon emission of the consumption side is higher than the production side in the developing countries,because it is to meet the final demand of foreign countries,especially developed countries.Both the production and consumption side sectoral carbon emission intensity in various countries show decreasing and international convergence,and the consumption side converges faster than the production side.In the decline of sectoral carbon intensity,countries represented by developed countries and developing countries with rapid development have made major positive contributions.Finally,based on the empirical analysis,this paper puts forward some policy Suggestions on emission reduction,such as comprehensive consideration of the coordination between economic policies and emission reduction policies,trade policies and climate policies;Promoting the development of international and domestic carbon markets;Constructing the carbon content management standard of industrial chain;Promoting international cooperation,accelerating technological progress and promoting the international convergence of industrial production efficiency;Adjusting the export structure and changing the mode of trade growth;Promoting green consumption concept,cultivating low carbon consumption consciousness.
