China proposed the reduction target that carbon intensity in2020to decrease of40%-45%on Copenhagen climate conference. Our country further clarified itscarbon reduction targets in "Sino-US Joint Statement on Climate Change" in2014,promising that carbon emissions would reach the peak by2030and the proportion ofnon-fossil fuels would increase to about20%. All the provinces and cities take thedecrease of carbon intensity as binding targets in the―Twelfth Five-year‖plan. Aclearresponsibility of carbon reduction helps to achieve the carbon emission target. Takingthe differences of areas’ social and economic development situation as well as thecharacteristics of future development planning into account, How to allocate thecarbon emissions responsibility fairly, justly and reasonably is a important issues.Based on fairness, feasibility and efficiency principles of carbon emissionsresponsibility allocation all around the world, we reference the decompositionprinciple and method of carbon emissions quota and establish the index system ofcarbon emission rights allocation to fully reflect the characteristics of the area fromfour aspects, including the ability of reducing emissions, the potential of reducingemissions, the responsibility of reducing emissions and the difficulty of reducingemissions, which combined analytic hierarchy with entropy weight method. Throughmultiple factors mixed weighted allocation model based on information entropy, wecalculated comprehensive coefficient of each jurisdiction, and analyze comprehensivecoefficient clustering to draw out the different categories of emission reduction area.Further, the size of the shared responsibility to reduce emissions in each area wasdiscussed.Carbon intensity distribution in Jilin results show that Jilin each jurisdictionaccording to responsibility for emissions reductions, emissions of different abilitiesand divided into four areas abatement potential. Regional carbon emissions burden-sharing in descending order of the first area, the second area, the third andfourth district area, the corresponding carbon intensity reduction targets were19%,18.5%,16%and14%. Click intensity reduction targets and exceeding Jilin "TwelfthFive Year Plan" of carbon intensity reduction task. In the various factors affecting thedistribution of Jilin carbon intensity targets,carbon emissions per unit of GDP impacton the distribution of the largest carbon emission targets, then followed by revenue,accounted for the city’s share of carbon emissions per capita carbon emissions, percapita GDP and non-agricultural the proportion of the population. Industry accountedfor, the gross output value of the region, the proportion of the city’s regionalproduction, the impact of investment in fixed assets for distribution of carbonemissions is relatively small. Therefore, the region of the higher carbon intensity, theheaver reduction task becomes.Carbon intensity allocation process, the provinces can be screened according totheir own development indicators, establishing carbon emission allocation indexsystem. And according to each jurisdiction’s industrial structure, industry and thefuture development plan to determine the composition of the carbon emissionintensity decreased indicators, implementation of emission reduction task in ensuringthe stability of the regional socio-economic development of the premise, to completethe emission reduction targets.
