With the rapid development of economy and the improvement of people's living standard,the consumption concept and diet structure of residents have changed a lot.What's more,the demand for meat and eggs dairy products continues to grow.Because the livestock breeding industry has a comparative advantage for farmers,the livestock industry develops rapidly in China.The rapid development of livestock industry has contributed to the improvement of people's living standards.Meanwhile,a large amount of breeding waste has been discharged and washed into the lake basin by rain,which seriously pollutes the ecological environment and also be the main cause of eutrophication.Erhai basin known as the mother river of Dali people is located in the east foot of cangshan and is the second largest plateau lake in yunnan province.However,the ecological environment of erhai lake has been confronted with unchallenged challenges that the point source pollution and surface source pollution coexist,which lead water quality deteriorates and cyanobacteria bloom in the whole lake.Especially in recent years,rapid development,small and scattered farming mode,disorderly and unreasonable way of livestock and poultry waste management in the erhai basin lead the lake eutrophication status more worse.Based on the theory of public goods",the opportunity cost method and contingent valuation method,the literature research,case analysis and empirical research were employed to calculate the eco-compensation standards for free-ranging cow manure's clean at moderate-scale disposal way via constructing manure-collecting pond in the village with the case of Dali prefecture in Yunnan province.This study analyzed the influencing factors of willingness to pay and degree of dairy farmers' participation to establish a village collection pool by using binary logistic mode and heckman selection model based on 321 valid questionnaires investigation.In addition,compensation from government to encourage farmers to carry out clean production technology all the time and the share-cost of the surveyed farmers to construct manure-collecting pond in the village with government or enterprise together is also the part of this study.Futhermore,this paper discusses the efficient organization mode and operation mechanism for the prevention and control of the pollution of free-ranging dairy cow breeding in erhai basin.Eventually,it puts forward policy recommendations to promote the large scale processing of Dali prefecture in Yunnan province.The main conclusions in this paper are as follows:1.Degree of education,willingness-to-sell and cooperation with organic fertilizer company have positive and significant correlation to the willingness of establishing a village collection pool.2.62.68 percent of the interviewed dairy farmers showed their willingness to pay to participate in “ establishing a village collection pool.” in Dali prefecture of Yunnan province;3.Dairy farmers' degree of education,main source of income,the number of dairy cow,cultivated area and ways to deal with cow mature have an significant impact on the willingness to pay to participate in “ establishing a village collection pool.” in Dali prefecture of Yunnan province.4.Age of dairy farmer,degree of education and ways to deal with cow mature play an important role on the dairy farmer's amount to pay to participate in “cow manure's cyclic utilization” in Dali prefecture of Yunnan province.5.The compensation from government to encourage farmers to carry out clean production technology is 635.1 RMB per household per year,and the share-cost of the surveyed farmers to construct manure-collecting pond in the village with government or enterprise together is between 224 RMB and 413.2 RMB per household.6.In order to better solve the problem of non-point source pollution of Erhai basin,it proposes three kinds of pattern for free-ranging cow manure's clean and resourceful utilization at moderate-scale disposal way : Establishing a village collection pool,Takeing advantage of separate storage area for cow mature in the farmer's yard and in front of the house,respectively.
