Study Of Ferry Safety Management In Jiangsu Section Of The Yangtze River

Ferry safety Management,as the core of water traffic safety management,has been the key to prevent heavy accidents on water traffic.In recent years,the national security Supervision and Transportation Department of the Ministry of Transport has carried out a numbrer of ferry safety management activities,increased the relevant management funds,and the people’s Government at all levels to carry out joint action,which play a positive role on ferry safety management.However,with the increasing traffic volume and complex traffic environment in the Jiangsu section of Yangtze River,the risk of the ferry is getting more and more serious.It is urgent to solve the problems existing in the ferry safety management.This paper mainly studies the present situation and problems of the safety management of ferry ferries in Jiangsu section of Yangtze River and based on the analysis of the causes of the problems,through the comprehensive use of the public management theory,using the advanced experience of ferry safety management in other areas of China,relying on modern information technology to improve the safety management.It is proposed to "standardize navigation avoidance behavior,carry out the main responsibility of the enterprise,enhance the ability of the crew,strengthen the application of the information technology,coordinate the management measures of the ferry resources allocation,and make the information of the ferry safety early-warning monitoring platform and the passenger-cargo statistic identification system to integrate the informatization into the daily management of ferry.To promote the traditional management of "heavy experience and objectivity" to digital management,rely on more accurate and comprehensive analysis,assist scientific decision-making and help push ferry safety management to transform and upgrade.
