City is the carrier of human economic activities,with the continuous development of China's economy,the process of urbanization in China has continuously pushed forward.Followed by the urban traffic is getting worse.Subway with its large capacity,.small area,running on time,energy saving and environmental protection and safety characteristics of urban traffic congestion has become an important way.On the other hand,in addition to the common problem in the general technical system security,by Metro' s own characteristics limits,subway for emergency control ability exist congenitally deficient.Today,China's Subway Emergency Management and control of emergency management is facing severe challenges.In order to study the emergency management and control technology of urban subway emergency,this paper has completed a lot of work.Collected the information of metro public events in China since twenty-first Century.In order to ensure the integrity of the security risk factors and the proportion of rationality,complete collection and study of the three cities in the United States,Washington and the United Kingdom since the completion of the accident data for one hundred years.The analysis method of Metro subway fire and violent terrorist attacks is the Subway Emergency challenge using risk probability.In this paper,according to the laws and regulations of the state on the subway operation,technical safety rules.From the four aspects of "people-matter-environment-management",the safety risk factors of the subway operation process are identified,and the abnormal events are detected and filtered.Sudden public events in the subway emergency capability evaluation index system is established,including emergency management and protection ability,public emergency prevention capabilities,and emergency response ability,ability of reconstruction 4 first level indexes,22 second level indicators.
