Study On The Innovation Of Local Government Ecological Achievements Evaluation Mechanism In The Circumstance Of Ecological Civilization Construction

The victory of the nineteenth National Congress of the Communist Party of China marked the beginning of a new era of socialism with Chinese characteristics.The new era means that the major contradictions in our society have changed,and people's needs for a better life have become extensive and diverse.Meeting the needs of people's ever-growing beautiful environment has put forward higher requirements for the government's governance and protection in the field of ecology.The evaluation of local government's ecological achievements as a means to judge the ability and effect of local government in the field of ecological environment is of great significance for speeding up the reform of the ecological civilization system and building a beautiful China.At present,although some achievements have been made in the construction of ecological performance appraisal mechanism in China,there are still many difficulties in development,and there is a big gap with the requirements of the new era.Therefore,the construction and improvement of the evaluation mechanism of the local government's ecological achievements has become the focus and direction of the research in the field of performance appraisal in the current and future period.Based on the theory of public management,such as ecological system theory,performance management theory,and cadre evaluation theory,this paper tries to interpret the development predicament of the four mechanisms,such as value guidance,organization and implementation,assessment and evaluation,and the application of results..Through the analysis,it is found that the reasons for the development of the mechanism are mainly due to the weakness of green development and ecological achievements,the lack of effective support for the evaluation of environmental culture,the objective challenge of the evaluation system setting,the disconnection between the results of evaluation and the mechanism of reward and punishment,and the restriction of the special point of the ecological achievements.Through the use of case analysis,this paper attempts to provide some common and feasible ideas for optimizing and innovating the local government's ecological performance appraisal mechanism.This paper mainly puts forward four aspects:strengthening the construction of the concept of ecological achievements,establishing the cooperative evaluation mechanism under the leadership of the government,perfecting the mechanism of the evaluation and operation of the local government's ecological achievements and evaluation,and improving the application mechanism of the evaluation results of ecological achievements,so as to make it an ecological environment to promote the ecological environment.The driving force of governance and improvement.Specifically,in strengthening the construction of ecological performance concept,while promoting the government to enhance the awareness of ecological responsibility,we should also train the public's ecological concept,make the government form a mechanism of forcing the government,and establish a multi subject cooperative evaluation mechanism led by the government,including the independent establishment of the ecological performance evaluation in the government.The organization,introducing the third party professional institutions and the mass evaluation mechanism;in improving the evaluation and running mechanism of the local government's ecological achievements,the main purpose is to set up the performance appraisal index according to the main function division and establish the performance appraisal system and the linkage examination and evaluation mechanism matching the ecological development cycle,and improve the evaluation and evaluation of the ecological achievements.As for the application mechanism,the incentive mechanism of innovation evaluation and the promotion of the mechanism of ecological accountability are parallel,and the reward punishment,selection and appointment of local government leading cadres are connected with the results of examination and evaluation to make the appraisal mechanism of ecological political performance truly play its role.
