Research On Evaluation Of Ecological Civilization City Construction Level In Hohhot Based On TOPSIS Method

At present,with the continuous deepening of the industrialization process,how to balance the relationship between resource and environment and economic development has become an urgent problem to be solved in various provinces and cities.Deterioration of the ecological environment not only affects the living environment of the residents,but also the economic constraints.As the capital of the Inner Mongolia Autonomous Region and the political,economic,cultural,and financial center of the autonomous region,Hohhot City should also play an exemplary role in creating an ecologically-civilized city that is suitable for livability and industry.Hohhot's geographical location is a link between the Yellow River and the development of the Bohai Economic Zone.It is a central city along the“One Belt and One Road” and is also a bridgehead connecting the northwest and north China.In addition,Hohhot City is transported in the north.Plays an important role.The state has given great support to the policies of Hohhot City.Western Development,the Bohai Economic Zone,and the rejuvenation of old industries in Northeast China have also created economic development advantages.As an important frontier city in the north,Hohhot is responsible for the task of building a beautiful China and constructing a security barrier in the north.In the past ten years,the economic growth rate in Hohhot has exceeded the national average and the ecological environment has improved markedly.However,from the current status quo,there are still many aspects that need to be improved in constructing an ecologically-civilized city in Hohhot,such as comprehensive utilization of wastes.not tallUnreasonable industrial structure,low use of clean energy,serious pollution of water quality,and low technological innovation capability.Therefore,based on the in-depth study of domestic and foreign scholars on the construction of ecologically-civilized urban literature,based on the Measures for the Assessment of Ecological Civilization Construction Objectives issued by the General Office of the CPC Central Committee and the General Office of the State Council on December 22,2016,we selected objects that can represent evaluations.The four aspects of the secondary indicators 20 three-level indicators;comprehensive consideration of the strengths and weaknesses of the existing evaluation methods,select the TOPSIS evaluation method based on commercial rights to carry out a rating analysis of the status quo of ecological civilization cities in Hohhot.The evaluation results show that: From 2006 to 2015,the completion degree of ecological and civilizedcities in Hohhot has been rising year by year,and the progress rate of eco-civilized cities in 2015 has reached 0.6.There is still a certain gap from the ideal value of 1;the degree of completion of economic development is evaluated.The results show that science,education,culture and health accounted for the largest increase in the proportion of fiscal expenditure,while the GDP growth rate showed a declining trend due to macroeconomic regulation;the evaluation results of the degree of completion of resource utilization showed that Hohhot City has achieved major improvements in pollution control;Judging from the degree of completion of ecological construction and environmental protection,Hohhot has basically achieved an ecologically beautiful landscape;the results of the completion of the social mechanism show that people's satisfaction with the ecological environment should be further improved.This paper separately expounds the advantages and necessity of constructing an ecologically-civilized city in Huhhot through theoretical and empirical analysis.At the end of this article,based on the results of the previous analysis and the actual situation in Hohhot,a practical and feasible countermeasure is proposed: Optimize the industrial structure,promote green recycling of low-carbon production methods,strengthen ecological construction and environmental protection,accelerate scientific and technological innovation,increase scientific and technological strength,strengthen ecological and cultural construction,and improve the construction of social mechanisms.It aims to provide theoretical guidance for the construction of ecological civilization in Hohhot and other Inner Mongolia Autonomous regions.
