Study On Environmental Protection Supervision Policy Of Coal And Electricity In North China

As the country's important energy-supporting thermal power industry,the thermal power industry has developed rapidly since the “Twelfth Five-Year Plan”and showing new characteristics.The spatial layout is concentrated in North China and East China,accounting for about half of the country's installed thermal power plants.With the rapid development of economy,the environmental problems that appeared in stages in the industrialization process of developed countries for more than 200 years are being concentrated in our country.During the 12 th Five-Year Plan period,the number of annual haze days in most areas of south-central North China to the north of the Yangtze River exceeded 50 days.Frequent regional heavy pollution haze weather seriously affected public health and production and livelihood.The issue of ambient air quality are highly concerned by the central leadership and the general public.The CPC Central Committee and the State Council have successively promulgated the Action Plan to promote the construction of ecological civilization in China,safeguard the health of the people,and promote the comprehensive,coordinated and sustainable development of the economy,society and resources and environment,"opinions on speeding up the Construction of Ecological Civilization"(Zhongfa / 2015)No.12 require that the emphasis should be on increasing revenue,reducing expenditure and reducing emissions.We should actively cultivate the energy development model that meets the requirements of ecological civilization and establish an environmental management system with the core of protecting human health,improving the environmental quality and taking prevention and control of environmental risks as the baseline.Based on the domestic and foreign advanced theoretical research results and practical experience,combined with the current situation of environmental supervision policy in the development of traditional coal and electricity industry in China,this paper takes the environmental supervision of coal and electricity in North China as the research object.First of all,this paper combs the current coal and electricity environmental protection supervision policies and technical norms in North China,through in-depth investigation and research,analyzes the existing effects of the implementation of the policies and technical norms,as well as the problems that still exist.Then this paper draws lessons from the experience of environmental protection supervision in coal and electricity industry in North China,and puts forward a series of policy systems to solve the problems.Including the general guiding ideology,organizational system,responsibility system,market system and participation system;finally,in order to ensure the implementation of environmental protection regulatory policy,this paper puts forward a series of safeguard measures from organization to talent to evaluation system.The purpose of this paper is to improve the current situation of environmental protection supervision of coal and electricity industry in North China,and then to reduce the environmental pollution caused by traditional coal and electricity industry through in-depth research on the environmental protection supervision policy of coal and electricity industry in North China.For the sustainable development of relevant industries in the country to provide useful reference.
