The development of the economy has brought about environmental damage,which has led to a significant increase in the frequency and possibility of emergencies.In the event of an emergency,a timely emergency response is necessary.While ensuring timeliness,fairness is also an aspect that must be considered.In the early days of emergency response,resources are limited.When multiple disaster sites need to be saved,equitable distribution and transportation are in line with the concept of rescue,which is people-oriented.Fairness is not only a fair distribution of goods,but also a fair rescue.Based on this,we construct a two-layer model to solve the problem of fairness in emergency rescue.The upper model solves the equitable distribution of materials with the aim of minimizing the total loss rate.The lower level model is used to solve the fair transportation of goods.The goal is to minimize the minimum time and minimize the time comparison value when the vehicle completes all the distribution tasks.According to the two-layer model constructed in this paper,the accuracy of the two-layer model is verified by using small-scale calculation examples and LINGO software.Considering the medium and large-scale problems,LINGO cannot solve quickly.In this paper,GA two-level algorithm is designed,and it is verified by using a small-scale example,which verifies the correctness and efficiency of GA algorithm.Then,the performance analysis is carried out by using Solomon(medium scale example)and Christofides and Eilon 1969-Set E(large scale example).The data results demonstrate the ability of the proposed algorithm to solve complex problems.Finally,the rationality and superiority of material distribution and transportation are proved by small example.We give 7 different weight combinations to the two objectives in the lower transport model,and the balance is analyzed by using medium and large-cale examples,which will provide a reference for the decision-makers.
