Research On Ecological Efficiency Evaluation Of Mineral Resources Exploitation In Jiangxi Province

Today,the hotspots of global society are mainly focused on population,resources and environmental development issues.In the long course of human society development,mineral resources is an extremely important non-renewable resource,which has a far-reaching and lasting impact on people's daily production and life.Jiangxi Province boasts rich mineral resources and diversified mineral types,some minerals rank first in the country and even in the world.After decades of mineral exploitation and utilization,Jiangxi's economy and society have been well developed,but there are also many problems that restrict the coordinated development of the province's economic social and environmental benefits.The“three highs” problems are high consumption,high emissions,and high pollution,which have always existed in the entire process of exploitation and utilization of mineral resources throughout the province.It is the key to the sustainable development of mineral resources in Jiangxi Province that how to achieve the desired maximum benefit output and minimum pollution emissions with minimal resource consumption and minimal ecological environmental damage.Based on the background of the above research,this article introduces the concept of ecological efficiency that effectively measures the scale of sustainable development,and studies the ecological efficiency of mineral resources exploitation in Jiangxi Province.First combed the domestic and foreign about the ecological efficiency,comprehensive evaluation and research of the development and utilization of mineral resources and ecological efficiency evaluation research of relevant literature,this paper expounds the formation and the ecological efficiency of evaluation methods,and lists some key data envelopment analysis method of CCR and BCC,SBM-Undesirable model and Malmquist index;Secondly,it briefly introduces the basic situation of exploitation and utilization of mineral resources in Jiangxi Province,formulates the basis and principles for the construction of index system,draws on the evaluation index system built by relevant scholars,and establishes an appropriate evaluation index system for ecological efficiency of mineral resources exploitation.Again,it points out the research objects,combines with the established evaluation index system,selects and optimizes index data,and uses DEA models to study the evolution of spatio-temporal differences in the ecological efficiency of mineral resources exploitation in Jiangxi Province;Finally,it bases on the research results and actual development,and makes targetedly some proposals to promote the improvement of the ecological efficiency level of mineral resources exploitation in Jiangxi Province.The results of this study show that: overall,the economic benefits of Jiangxi's mineral resources exploitation activities have been continuously improved during the ten years,but the degree of environmental pollution behind them has been increasing year by year;Under the circumstances of not considering and considering unintended output,the level of eco-efficiency is relatively low,and the DEA is not effective,and it is greatly affected by pollutants.The level of eco-efficiency of mineral resources exploitation in previous years is fluctuant,and it failed to achieve the province's mineral exploitation of economic,social and environmental benefits of sustainable development and coordination.There are obvious differences in the ecological efficiency of mineral resources exploitation between prefectural cities,especially considering the influence of pollutants.There are many factors that lead to differences in efficiency;“Twelfth five-year” period,the province's mineral resources ecological efficiency of the overall rise,although the overall technological progress index changes in the rising gradually,but its pure technical efficiency change index and scale efficiency index decline in different degrees,and the dynamic change of mineral exploitation between ecological efficiency around the city and its influencing factors are there exist certain differences.
