Mineral resources are the material basis of social and economic development.With the development and utilization of mineral resources,their damage to the ecological environment cannot be underestimated.So how to deal with the relationship between mineral resources exploitation and environmental protection has become a worldwide problem.Based on Xunyi county of Shaanxi province as an example,this paper combined with Xunyi natural protection and exploitation of mineral resources in the status quo,in view of certain radioactive-polluted area and reserves of water conservation,soil and water conservation,biodiversity maintenance function assessment,analysis of the reserve may call in plot,around based on coordination scheme design,and comprehensive analysis of the impact of its,with maximum limit to coordinate the relationship between the natural protection and exploitation of mineral resources.The main conclusions are as follows:(1)The total amount of planned well resources in the mining area of Xunyao is 1531.62 Mt.The overlapping area with the reserve is 123.8km2,accounting for 41.20% of the total area of the reserve.The total amount of overburden resources was 674.8 Mt,accounting for 44.06% of the total amount of mining resources.The overlapping area between the planned well field and the core area is 24.7 km2,and the overburden resource amount is 121.3 Mt.The overlapping area with the buffer zone in the protection zone was 36.4 km2,and the overburden resource was 219.7 Mt.The overlapping area with the experimental area was 62.7 km2,and the overburden resource was 333.8 Mt.From mineral development point of view,if will reserve,reserve and all overlap mining an area will face new problems in the fragmented,and the protection of environment,great changes have taken place will be combined with the mining activities,is bound to the original reserves and bring up the main protected objects in the area of the survival and development caused great negative impact.Mining right orderly exit from a conservation perspective,the need more than one department for development situation of nature reserve in mineral resources survey work,through the planning overall arrangement nature reserve in mining right orderly exit,and study to perfect the mining right out classification compensation mechanism,still should deal with the mining right after the ecological restoration of governance.Considering the limited local finance in Xunyi,the economic cost of orderly withdrawal of enterprises is beyond the ability of Xunyi county to bear,and the lost industrial output value and corresponding incomes are huge.Therefore,following the principle of giving priority to ecological protection,combining exploration and development with ecological protection,and paying equal attention to green and utilization,the proper adjustment of the reserve is conducive to the stable development of social economy in Xunyi county and Weibei area.Only through the adjustment of the nature reserve can the impact of coal resource development on the Shimenshan nature reserve be completely removed and the contradiction between protection and development be avoided to the greatest extent.(2)According to the assessment of the importance of ecosystem service function in the survey area,the water conservation capacity in the southwest of the survey area is weaker than that in most areas,while that in the northwest and a few areas in the south is weaker.The water conservation function of the reserve is weak except for a few areas.Except for a few areas in the western part of the survey area,the biodiversity maintenance function is of high importance.The soil and water conservation function in the southwest part of the investigation area is strong,and the average level of soil and water conservation function in the other areas including Shimenshan conservation area is general.(3)In order to coordinate and optimize the relationship between natural protection and mineral resources development,this paper proposes two plans for the adjustment of the scope and functional zoning of nature reserves.Through comparative analysis,it is concluded that Plan One is the optimal one based on the evaluation results of ecosystem service function,vegetation type,distribution,release of mineral resources and impact on wetland protection.The total area of the reserve increased by 0.98 km2,among which the core area increased by 2.13 km2,the buffer area increased by 0.03 km2,and the area of the experimental area increased by 1.18 km2.To a certain extent,the spatial optimization of the functional area on the basis of the range adjustment of the reserve was realized,which was more conducive to the maintenance of the forest ecosystem of the reserve.In terms of vegetation types,the area of natural secondary forest in the protection zone increased by 18.78 km2,the area of cultivated land decreased in all the three areas,and the area of artificial forest decreased to some extent.The advantage of natural secondary forest in Liaodong oak forest was more obvious.From the perspective of mineral resources development,28.49% of the total planned well field resources can be released.The total resources of mining area planning field can provide material for Xunyao area economic development conditions,promote the increase in gross regional product,also to coordinate the Xunyao planning mining area and reserve the part contradiction of overlapping area,ensure the implementation of the planning objectives,create more opportunities for bring up the area economic development.From the perspective of the impact on wetland protection,the relocation of the eastern end of the wetland conservation area of the wetland park is 3.10km2,which is more conducive to the maintenance and development of the wetland ecosystem.
