The dissertation evaluated environmental cost of one mine based on assessment theory and method. It is very important because it can be offered base of establishment environment regulations, China's green GDP accounting, improvement mineral resources price, mine-environment compensation and theory investigation of environment value.Environmental cost of mineral resources exploitation consists of pollution loss, ecological value loss, ecological environment protection cost and land rehabilitation charge.Ecological environment value theory is footstone of study environment cost. Exiguity of Environmental resources is reason of study environment cost. Externality theory, public goods theory and environmental Kuznets curve theory reveal matter of environmental problems. On sustainable development, ecological economics theory is the base of theory and method about environmental cost assessment.Monetization of environmental impacts is a key of environmental cost assessment of mineral resources exploitation. Because of certainty, semi-certainty, uncertainty of environmental valuation, environment cost assessment can be dividing into Market-Based Approach (MBA), Surrogate Market Method (SMM) and Contingent Valuation Method (CVM). For means of environmental cost assessment, market assessment is first, at the same time, obtaining assessment information, capital and time are main factor. If direct assessment in difficult, Benefit Transfer Method (BTM) is always used in evaluation process. In this dissertation, MBA, Defensive Expenditures Procedure of SMM and BTM are used. According to environmental cost of mineral resources extraction in time sequence, cost was divided into preventative expenditure, environmental damage cost and rehabilitation cost. Base on this, indicators system of environmental cost assessment in mineral resources was designed. Environmental cost assessment model was a summation model according to real charge calculation in one year and in some area where it really was polluted on test of dosage and reaction in theory. The indicators system and model are paradigms. It should select some indicators from them in empirical assessment.Environmental cost of Antaibao opencast coal mine was estimated by land rehabilitation charge, ecological value loss, crop production loss, human health loss, ecological environment protection cost. The result showed that environmental cost of Antaibao was 104.75 million Yuan in 2005. Human health loss was 59.24 million Yuan for 56.56 percent and ecological value loss was 3.75 million Yuan for 3.58 percent of the total environmental cost.
