With the rapid expansion of population and the continuous growth of economy throughout the world,the energy crisis and the ecological environment deterioration are getting worse.The relationship between people and nature is becoming increasingly complex from simple and harmonious.Region contains many social activities such as human technology,culture,education,economy and so on,becoming an important carrier of carbon emission.Regional low carbon construction is an important strategy in response to global warming and energy shortage.It is an inevitable choice for China to practice sustainable development concept and achieve low carbon economy.However,due to differences in geography,resources,and economic development between different regions of our country,the regional low carbon construction level is uneven,and the long-term imbalance has brought challenges to the coordinated development of it.Therefore,scientific evaluation of low carbon construction level between different regions,analysis disparity causes of low carbon construction level from a regional perspective and formulation applicable strategy to promote overall coordinated development of regional low carbon construction are particularly important.This study firstly reviews the theory of low carbon construction and regional disparity,and defines the connotation and evaluation dimension of regional low carbon construction.According to the theoretical basis of evaluation index system,using target decomposition method,literature statistics method and expert investigation method to build a multi-level evaluation index system of regional low carbon construction which including one general goal,five dimension criterias and sixteen specific indicators.And the connotation of each index and calculation method are explained in details.Secondly,considering the applicability of the common weighting methods and level evaluating methods,combining the multidimensional characteristics of regional low carbon construction,this study based on subjective and objective combination empowerment ideas with AHP-EM method to determine the comprehensive evaluation index weights.And giving attention to both internal change trend and external deviation degree of evaluation index between regional low carbon construction ideal level and the region to be evaluated,the study builds a comprehensive evaluation model of regional low carbon construction based on GRA-TOPSIS method.Then,the comprehensive evaluation model was used to evaluate and rank the regional low carbon construction level of China's eight regions which consist of 30 provinces from 2011 to 2015.And Theil index are used to quantify the inter-regional disparity and intra-regional disparity in each dimension and their contribution to the overall disparity.It analyzes the reasons for regional low carbon construction disparity from a medium view.The research shows that the overall disparity of low carbon construction level in China's eight regions presents a trend of declining in fluctuation.The specific performance of this disparity in each dimension is policy dimension> technique dimension > industry dimension > energy dimension > life dimension.And the contribution rate of intra-regional disparity to the overall disparity is large.Finally,according to the results of level evaluation and disparity analysis,the study put forwards three proposals from the perspective of improving the overall coordinated development level of regional low carbon construction which including policy support,technology research and industry optimization.These proposals help to promote the overall coordination development level of regional low carbon construction in China.
