| With the intensification of global warming,people are increasingly aware of the importance of focusing on mitigating climate warming.As the world’s largest carbon emitter,China has affirmed its position and goals on climate change on many major international occasions,and has formulated a series of policies and regulations to achieve carbon neutrality,shouldering the responsibility of reducing carbon emissions as the world’s largest carbon emitter.Anhui Province has become an emerging growth pole with huge development potential and broad market space.Anhui Province has integrated into the Yangtze River Delta integration development strategy and achieved continuous progress in economic and social construction and reform.In order to promote the construction of national ecological civilization and green low-carbon development,the National Development and Reform Commission organized three batches of pilot low-carbon provinces,regions and cities in 2010,2012 and 2017,respectively.Among them,Chizhou City was included in the second batch of national low-carbon city pilot,while Hefei City,Huaibei City,Huangshan City,Liuan City and Xuancheng City were included in the third batch of national low-carbon city pilot.With the introduction of the “peak carbon dioxide emissions and carbon neutrality” strategy,the low-carbon lifestyle and consumption concept has entered millions of households,and the construction of low-carbon cities will definitely become an important guideline and path choice for future urban development,which means that the assessment of low-carbon cities will be a key research direction,and the low-carbon construction level of each region will be assessed and targeted.It is of great significance to assess the green and low-carbon level of cities in various regions,formulate corresponding measures and improve the development level of low-carbon cities in various regions.After summarizing the research trends related to low-carbon,this paper takes five cities included in the third batch of low-carbon pilot work in Anhui Province as the research object,and takes low-carbon economic theory,sustainable development theory and ecological civilization theory as the theoretical basis.The economic,social,energy consumption and carbon emissions are analyzed,and the carbon emissions of each city from 2010 to 2021 are accounted for,and Arcmap10.2 software is used to draw hierarchical maps for spatial difference analysis.Establish a low-carbon city construction level evaluation index system for comprehensive evaluation and ranking,analyze the obstacle factors in low-carbon city construction,and discuss the decoupling between carbon emissions and economic growth.The results show that:(1)In the context of economic growth social progress and continued increase in energy consumption,the carbon emissions of the five low-carbon cities are also increasing year by year.Hefei has the highest annual growth rate and Huaibei has the lowest annual growth rate of carbon emissions.The overall spatial distribution pattern of carbon emissions has not changed greatly.Hefei has the largest carbon emission scale,Huangshan has the smallest carbon emission scale,and Huaibei,Lu ’an and Xuancheng have little difference in carbon emission scale.(2)Through the establishment of low-carbon city construction evaluation index system of five cities after comprehensive evaluation can be found: Hefei low-carbon city construction level in the first place,followed by Huangshan City,Lu ’an City and Xuancheng City,low-carbon city construction level ranked last is Huaibei City.For Hefei,the obstacle in its low-carbon city construction is mainly the poor level of environmental ecology,and the obstacle in the low-carbon construction of the other four cities is the low level of development of low-carbon technology.(3)Through the analysis of the decoupling effect between carbon emissions and economic growth in low-carbon cities in Anhui Province,it can be found that carbon emissions and economic growth in low-carbon cities in Anhui Province mainly show a weak decoupling state,which is an ideal state,but there is still room for progress.Finally,based on the evaluation of the construction level of low-carbon cities and the current development status of each city,the main problems in the development of low-carbon cities are sorted out.First,the differences between cities are large,and economic growth and natural resource endowments have a greater impact on the construction of low-carbon cities.Second,the level of low-carbon technology development is still insufficient,resulting in the level of low-carbon city construction in individual cities far behind others.In this regard,targeted countermeasures and suggestions are put forward for five cities in order to contribute to the carbon neutralization work of carbon peak in Anhui Province.Figure 18 Table 16 Reference 82... |
