| Promoting quality management and achieving high-quality development are the inevitable requirements for building a modern socialist country in an all-round way.On January 26,2018,the State Council issued Guofa[2018]No.3 Document "Opinions of the State Council on Strengthening the Construction of Quality Certification System to Promote Total Quality Management" and called for the full implementation of the strategy of quality power.In addition to quality,the requirements of environmental protection and occupational health and safety both at the national level and the corporate level have gradually increased,and corresponding national standards have been formulated.At present,the quality management is mainly based on the "Quality Management System Requirements GB/T19001-2016(IS09001:2015)" which was implemented in 2017.The new version of the quality system has undergone major changes to the requirements of the enterprise.The eight principles of quality management have been redefined as the seven principles;Environmental management is mainly based on the "Environmental Management System Requirements and Use Guidelines GB/T24001-2016(ISO14001:2015)",which was implemented in May 2017;occupational health and safety management is based on "Occupational Health and Safety" officially released on March 12,2018.Management System(IS045001:2018).At present,the construction of the three-system based on three standards has become an important part of the high-quality development of enterprises,and project risk management has played a decisive role for the success of the three-system construction.As one of the nine areas of project management,project risk management is of great significance to the smooth implementation and successful delivery of the project Risks exist for every project and every process and decision in its life cycle,and risk should be managed at every stage of the project.Effective project risk management requires maximizing the impact of positive factors on the project and minimizing the impact of negative factors on the project,thereby increasing the success rate of the project As a high-risk industry,the refining industry has put forward higher requirements for the three-system construction project Studying the project risk management issues in the construction of the three systems of the refining enterprises can not only enrich the application scope of project risk management,but also provide a certain reference for the construction of the enterprise three systems.This paper takes JC company,a representative refining enterprise in Shandong province,as a sample.Comprehensively considering the development characteristics and risk characteristics of the refining industry,the paper uses scientific methods of project risk management to accurately identify the main risks of JC’s QEO three-system construction project,rationally evaluate the relative importance of different risks,and provide scientific risk management and targeted response measures for the operation of the three-system construction project.The main conclusions of the study are as follows:(1)The risks of JC’s three-system construction project can be classified into eight aspects:policy risk,environmental risk,legal risk,management risk,technical risk,financial risk,schedule risk,and personnel risk,and can be further classified to 24 risk indicators;(2)Combining risk matrix method and analytic hierarchy process,policy risk,management risk,personnel risk,technical risk have relatively high weights;(3)According to the risks existing in the JC company’s three-system construction project,the risk levels of each indicator are divided,and feasible countermeasures and specific countermeasures for reducing project risks are proposed. |
