Research Of Combined Sewer Overflow Control Strategy Based On Gray And Green Infrastructure Benefits Evaluation

Combined Sewer Overflow(CSO)pollution control is a key and difficult point in the construction of sponge cities and the remediation of black and odorous waters in China.The composition of the CSO pollution control system is complex,and the planning and implementation process often requires huge investment costs and a long construction period.Gray and green infrastructure can also produce many environmental,economic,and social benefits while controlling stormwater runoff and reducing CSO.Evaluating the benefits of grey and green infrastructure can enhance the science and rationality of project decisions and maximize the benefits of investment.This paper makes a study on the CSO control summary between China and the United States.China needs further improvement in the legal policy system,management and control methods,standardization and related planning of CSO control.This paper analyzes the technical system of the US CSO control benefit assessment,typical urban cases,gray and green infrastructure decision-making applications,and summarizes the characteristics and development trends of the US CSO control benefit assessment,and provides the development of relevant fields in China.A certain reference.The relationship between the sponge city subsystem and the combined drainage system was sorted out,and the gray and green infrastructure components of each system were clarified.The life cycle cost types and analysis methods of gray and green infrastructure were summarized,and the different cost analysis was summarized.The characteristics and applicable conditions of the method;the identification,evaluation framework,quantitative methods and evaluation criteria of the gray and green infrastructure benefit indicators were sorted out,and some key parameters were selected.Puts forward ideas and suggestions for the construction of China’s CSO control standard system,the preparation of benefit evaluation content and the coordination between standard departments.The paper analyzes the CSO control planning strategy in China,discusses the preparation of CSO control special plan,and sorts out the characteristics of different planning control objectives.The coordination and decision-making of CSO control measures based on benefit evaluation were studied and some suggestions were put forward.Based on the current situation analysis of CSO control in Chizhou,the comparison of program evaluation and strategy construction,the case study is carried out to provide reference and reference for the development of related work in other cities.
