Urban environmental infrastructure is an important part of urban development.It can not only improve the urban ecological environment and human living environment,but also contribute to the sustainable development of the environment and economy.However,with the acceleration of urbanization and industrialization,it has brought tremendous pressure on China's ecological environment.In recent years,China has invested a large amount of money in urban environmental infrastructure construction,but the increase in the number and stock of urban environmental infrastructure has not brought about the desired results.Therefore,it is imperative to improve the efficiency of urban environmental infrastructure.At present,research progress has been made in the field of urban environmental infrastructure benefit evaluation,but it mainly focuses on the benefit evaluation of individual facilities.From the perspective of urban environmental infrastructure system,the research results on its benefits are less,and more concentrated in static evaluation.The benefits of urban environmental infrastructure have long-term and lag characters,so the evaluation of their benefits from a dynamic perspective can enrich existing research.In addition,the urban environmental infrastructure benefits are coordinated and need to be coordinated with the pace of urban development.At present,scholars have made research progress in the field of evaluation of influencing factors of individual facilities,such as sewage treatment facilities,domestic garbage treatment facilities,etc.But there are few useful quantitative methods to deeply analyze the impact of urban environmental development level,population size,industrial structure and other external environmental factors on the benefits of urban environmental infrastructure from a system perspective.Based on the aboveabove-mentioned realistic background and research background,this paper uses the X-efficiency theory,resource allocation theory and sustainable development theory as the theoretical basis,based on the theoretical analysis,useing the Malmquist index model to evaluate the urban infrastructure infrastructure benefits in a dynamical way.This paper takes 35 large and medium-sized cities as an example to analyze and evaluate the changes of urban environmental infrastructure benefits in China during the period of 2007-2016.The results show that the Mean annual efficiency is declining.Through the decomposition of efficiency values,the reasons for the change in efficiency are deeply identified.On this basis,combined with the Tobit regression model to evaluate the impact of external environmental factors on the environmental infrastructure benefits,the results show that economic development,government support has a significant impact on the efficiency of urban environmental infrastructure.The population density and industrialstructure of several major cities in the Beijing-Tianjin-Hebei,Pearl River Delta and Yangtze River Delta economic circles have significant impacts on the benefits of urban environmental infrastructure.According to the research results,the countermeasures for improving the efficiency of urban environmental infrastructure are proposed from the following four aspects: rationally planning the scale of investment in facilities and promoting optimal allocation of resources;improving management and operation level based on X-efficiency theory;promoting industrial structure optimization Upgrade,rationally distribute urban functions;improve regional economic development level,and promote technological progress and innovation.
