The coal mine front-line team is the most frontier production organization of coal mine safety production management,is the starting point and destination of coal mine safety production management,in the coal enterprise management is of vital importance.In order to do a good job in the production and management of coal enterprises,we must work hard to improve the quality of the front-line team members.The quality of front-line team members is the key link to strengthen the level of team management,but from the point of view of the status quo,the quality of front-line team members in coal mines is on the low side,and the education level is relatively low,and the professional and technical knowledge is insufficient.This paper makes an empirical analysis of the first-line group of Pingshu coal mine,and finds that some groups have adopted advanced practices in improving the comprehensive quality and safety of the group.However,through various data analysis,there are still some problems in the personnel quality of the first-line team.The main manifestation is that due to the particularity of the first-line work in coal mines,the phenomenon of faults in the team structure is relatively serious.Older workers who were born before 1980 accounted for 70 % of the entire first-line team,while fewer than 10 % of young people were born after 1990.Older workers 'ability in cognition,learning,etc.will decline,and they will easily produce ideas that are overdone and overdone,thus reducing the quality of the entire team.In the traditional concept,coal mine work is done by people with more physical strength,but modern coal mine work also needs considerable technical content,but due to the particularity of coal mine first-line work and the current situation,coal mine operations encounter some unstable factors.As a result,the number of technical personnel in coal mines is gradually decreasing;In addition,in recent years,coal mines have implemented "reducing the efficiency of people" and the number of recruitment has been greatly reduced,which means that enterprises can not complete the technical talent reserve work well;There are more than 30 special types of work in the first-line groups of coal mines,which are diverse,highly technical and difficult to work with.These types of work are relatively high in practice and theoretical requirements.This will bring some difficulties to the training work and make the training effect obviously insufficient.The quality of personnel is not well improved.Based on the iceberg model,combined with the well-known quality theory model at home and abroad,this paper divides the quality of the personnel of the coal mine first-line team into three dimensions: knowledge,skills,and professional literacy,and determines the quality elements in each dimension through literature research.Then the quality factors are divided into two categories: common quality and differential quality,and finally form the theoretical framework of the quality model of the coal mine first-line team.Using the theoretical framework formed,and combining the coal enterprises 'own situation,to establish a system for improving the quality of the personnel of the first-line team in coal mines to guide various practical activities in human resources management,this can clearly define the criteria for employing people.More targeted guidance enterprises to carry out various human resources management work,such as talent recruitment,screening,assessment,training and other work,through this way to help employees improve their cognitive ability.According to the quality model established by the enterprise,the staff of each position can check whether their ability and quality match their own position against this indicator,so as to understand whether the position and employees match each other.And improve the deficiencies of employees.Through the use of quality model,according to the planning and design,and then carry out recruitment and training work.On this basis,with the incentive of salary performance and reasonable staffing,all aspects of human resources management can be operated scientifically,thus ensuring that the personnel of the first-line teams in coal mines are organic and consistent in all aspects of management.Can effectively improve the quality of the coal mine first-line team,improve the efficiency of the team operation,improve the economic benefits of enterprises.Specifically through the definition of strategic goals,the development of quality improvement system planning;To carry out staff recruitment based on the requirements of post quality;To improve the quality of staff training;Pay and performance,based on the quality model,combined with the actual situation of Pingshu coal mine,establish a pay and performance evaluation system with effective incentive role;On the basis of the assessment,correct deployment of personnel positions to achieve a reasonable staffing,and ensure the orderly flow of personnel;To arrange auxiliary activities in a coordinated manner,provide guarantee for the improvement of the quality of the staff,and gradually improve the quality of the frontline personnel in coal mines.In order to ensure the smooth implementation of the quality improvement work,this paper also put forward measures to improve the quality of the coal mine first-line team.Specifically,it includes reasonably satisfying the needs of employees,satisfying the basic needs of employees,reasonably satisfying other reasonable needs raised by employees,and solving the worries of employees;We will carry out quality improvement programs,conduct solid theoretical knowledge learning,practice training for positions,and compete for professional skills.We will select technical experts,star employees,and chief employees from the bottom up,clearly define their entitlements,and comprehensively carry out fine-tuning management as a platform.The quality improvement plan based on technical evaluation and performance evaluation is based on targeted training,job training,and technical competition.Using intelligence to promote the improvement of the personnel quality of the coal mine first-line team and improving the level of automation and intellectualization of the underground first-line team can not only promote the overall level of the coal mine first-line team production,but also improve the personnel quality of the most basic "hardware";Improve the intelligent level of production management and daily learning of the team.
